REGULAR MEETING

SEPTEMBER 07, 2021

6:30 P.M.

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS: Usakowski, Jackson, Sturdevant, Ward and Wrubel.

 

ABSENT: Hoffman and Deland.

 

  1. APPROVAL OF AGENDA

    Sturdevant motioned to approve the agenda as presented supported by Jackson.

    Motion Carried.

 

  1. PRESENTATION OF MINUTES FOR AUGUST 17, 2021

    Ward motioned to approve the minutes of August 17, 2021 as presented supported by Sturdevant. Motion Carried.

Sturdevant motioned to receive and file boards and commissions supported by Jackson. Motion Carried.

 

  1. UNCOLLECTABLE FIRE BILL

    1. Invoice #21-044, 21-044B, 21-044C: Jacob Collins    

    Discussion on fire bill for Jacob Collins is to be put on a lien.

 

Usakowski motioned to look into the cost to put the fire bill for Jacob Collins on a lien supported by Ward.

 

ROLL CALL VOTE: YES: Usakowski, Ward, Jackson, Sturdevant and Wrubel.

NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.

 

  1. PUBLIC COMMENT (Brief Comments)

Matt Crowe, discussed Grant Township. No Marijuana Grow Houses. They opted out, did we opt out?

 

Usakowski stated that we opted out of all three.

 

Kristina Nelson: On behalf of her neighbors discussed why Brad Barrett would state “Why make an ordinance when it may not be enforced?”

 

Usakowski: I need more specifics.

 

Mark Clark, Attorney for neighbors on Smiths Creek Road. Residents at 7268, 7270 and 7264 Smiths Creek Road hired Mark Clark and he recommends that we follow the Condominium Ordinance and to enforce it, which was formed in 2000.

 

  1. DEPARTMENT REPORT
  2. Building Inspector: Neil Erickson

As of August I have had 160 inspections and 196 permits this year. As of August we had 29 Building Permits, 12 Electrical Permits, 19 Mechanical permits and 10 Plumbing Permits.

 

There are large new projects coming up with High Grade, A & W and Storage Units at Ravenswood and Wadhams Roads.

 

Blight: Went to court on four blight complaints last month and they were all found guilty. Blight is down to 48 at this time.

 

Eagle Scouts looking for projects to do in our community.

    

  1. NEW BUSINESS
    1. Resolution 2021-13, To Support the Application for the Local Road Funding Assistance Program

    Usakowski: We have until September 30th to apply for the Road Funding Assistance Program. Sparling Road, Taylor/Dunlap to Griswold Road.

     

    Sturdevant stated “I don’t use Sparling Road, it’s not going to benefit me”.

     

    Usakowski wants the board to think about it for a couple of weeks.

     

    1. Kimball Township Federal Procurement Conflict of Interest Policy

    Discussion.

     

    Usakowski motioned to approve this policy supported by Jackson.

    Motion Carried.

     

    1. King & King Contract Renewal

    Usakowski said this should be put out for bid.

     

    Sturdevant motioned to put this out for bid and bring it back to the board supported by Ward. Motion Carried.

 

  1. Afr Property

Usakowski explained that once everyone meets with Dan Casey, we will discuss it at our next meeting.

 

  1. MMRMA

Wrubel motioned to approve the MMRMA supported by Sturdevant.

Motion Carried.

 

IX.    AUDIENCE PARTICIPATION

Kristina Nelson: Is there a limitation on a Condominium Complex that has no site plan?

 

Erickson said there was a plot plan that meet the requirements.

 

Matt Crowe: Is the building across the road going to be halted?

 

Usakowski: No. If there was a building permit issued before a moratorium, it cannot be stopped.

 

Mark Clark: Read ordinance about site plans are required.

 

X.    OFFICERS REPORT

A. Supervisor Usakowski

Tri-Hospital supplies our township transport. They gave options to help Tri-Hospital.

 

I will bring back the Park Ordinance.

 

Department of Treasury contacted me and I had to resend the files.

 

B.
Clerk Wrubel

Paragon Water Test passed.

 

DPW had a water main break at Leland and Louks Roads.

 

C.
Treasurer Jackson

The Rushes are refusing to pay the fire bill because the fire was on the townships property, but was their trailers on our property?

 

We did get $176,000 from Revenue Sharing to put into our General Account.

 

Tax money is coming in.

 

  1. Trustee Hoffman

Absent.

 

  1. Trustee Deland

Absent.

  1. Trustee Sturdevant

Fish fry at the American Legion first Friday of the month and they are now allowing people inside to eat. Breakfast at the Masonic second Sunday of the month from 8:00 a.m. to 12 noon.

 


  1. Trustee Ward

Concession stand is ready to be winterized.

 

Wrubel requested the code to the concession stand so the DPW and Parks can get into the building.

 

  1. ADJOURNMENT

    Sturdevant motioned to adjourn the meeting at 7:39 p.m. supported by Jackson.

    Motion Carried.
