REGULAR MEETING MINUTES

Orr opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
Roll Call of Members:
Present: Orr, Barrett, Hoffman, Miller, Howard, Tuttle
Absent: Henry
Also present: Geoff Donaldson, Senior Planner for St. Clair County Metro Planning Commission.
Approval of Agenda
Motion made by: Barrett, with the addition of A. 946 Wadhams under (III.) new business. Under IV. (Old Business) D. 5230 Griswold Rd, and E. A&W Site Plan

Approval of the July Minutes:
Motion made by: Barrett to approve July 2024 minutes

New Business
- 946 Wadhams Rd.
Paul Ruggirello states he would like to tap the Water Line to provide water to all of his property (2 other 10 acre Parcels)
Mr Orr asked if there are 3 separate parcel ID’s on each 10 acres that Ruggirello owns. Yes was Mr Ruggirello’s reply
Discussion
Board asked that that Mr. Ruggirello bring a site plan for his farm so that the engineers can give a recommendation in regards to water hook up.
Ruggirello stated he will bring this next meeting.
Barrett moved to request 946 Wadhams Rd on October’s agenda with site plan on the agenda and in the board members packets. And if possible that the township engineer comment about water access.

Pavlov letters of recommendation:
Barratt makes a motion to receive and file letters of recommendation from Neil Erickson and John Monte on the Gratiot Access of Marysville Trucking.
Barrett questioned if he came in to request parcels to be combined? Per recommendation of engineer.
Orr, asked we remind him to combine parcels per the recommendation of the Project Engineer, John Monte.
Barratt: Moves to file 2024 letters of recommendation for Marysville Trucking, Gratiot Location, associated with the site plan. Highlight reinforce conditions of parcel combination as condition for approval.

Master Plan – Geoff Donaldson, Senior Planner for St. Clair County Metro Planning Commission
Apologized for not having his presentation, but there was a major email breakdown on both the county and the township as verified by the Deputy Clerk.
Proposed to make the language on industrial to state just “Industrial” and not light or heavy in the language.
Discussion on the map and zoning ordinances
Planning Commission asked to be emailed the Sample Creo as well as get a copy of the sample by next meeting for discussion.
Tuttle: Made motion to postpone MTA Creo Ordinance until the October 22nd meeting with the presentation of the Master Plan as well.

A&W Curb Expense
Engineer said all is okay for the site to have no curbs
Barrett made a motion to accept the modification of the A & W site plan and to receive and file the engineer’s letter and site plan.

Voice Vote: All Yes
Ray Campbell of 299 Eileen Rd
Spoke on building being built behind him and the problems it is causing. Asking twp for records on the original plans. Long discussion took place.
