Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS:  Usakowski, Wrubel, Jackson, Deland, Bowen, Reilly, Lokers
 
ABSENT:  None. 
 
  1. APPROVAL OF AGENDA –
Motion: To Approve Agenda as presented made by Deland, Supported by Trustee Reilly.   All were in favor.  Motion Carried.
 
  1. PRESENTATION OF THE SEPTEMBER 2, 2025, MINUTES-
Motion: To receive and file the minutes as is made by Treasurer Jackson, Supported by Trustee Bowen. All were in favor. Motion Carried.

Motion to receive and pay the bills in the amount of $1,199,437.02 made by Treasurer Jackson, supported by Trustee Bowen.

  3. Planning Commission “Draft” Minutes from August 26, 2025
 
Motion: To Receive and File Boards and Commission Communications  made by Trustee Deland, Supported by Trustee Bowen. All were in favor. Motion Carried.

  1. Nathan Damer, resident. Spoke to the board to ask them to deny support for Ordinance 138-3.

  1. Compliance and Report to the Board of Trustees – Update given by Supervisor Usakowski

  1. VC3 Invoice – Supervisor Usakowski
Supervisor explained why he had been questioning the Invoice and how the amount seemed excessive at what the service was being provided.
MOTION: To pay VC3 invoice in the amount of $13,200 made by Trustee Deland, and supported by Trustee Bowen.
 
ROLL CALL VOTE:  YES: 7  NO:.0  ABSENT: 0 (7-0-0) Motion Carried.
 
2. ORDINANCE #138-3 Water Sewer Ordinance – Clerk Wrubel
Motion: Adopt ORDINANCE #138-3 – Water Sewer Ordinance motion made by Supervisor Usakowski and supported by Trustee Jackson.
 
ROLL CALL VOTE: YES: Usakowski, Jackson, Wrubel, Bowen, Deland, Reilly  NO: Lokers  ABSENT: 0 (6-1-0) Motion Carried.
 
Motion: Approve a work order with the County Road Commission to take down the tree located at 1980 Allen rd. made by Trustee Deland. Supported by: Trustee Reilly

ROLL CALL VOTE: YES: 7, NO: 0, ABSENT: 0 (7-0-0) Motion carried.

Motion: To Adopt Resolution 25-32 (LRFAP Atkins Road Repair Application) to repair Atkins Rd was made by Treasurer Jackson.  Supported by Trustee Bowen.
 
ROLL CALL VOTE: YES: Jackson, Bowen, Usakowski, Wrubel, Deland, Lokers, Reilly  NO: none  Motion Carried.
 
  1. AUDIENCE PARTICIPATION
  1. Michele Erdman, Kimball Township Deputy Clerk. Spoke on concerns with Timeclock policy, GPS, All twp employees should sign the new policy, hour changes without employee knowledge.
  2. Fencing situation behind house on Burma Rd

    1. 3. Treasurer Jackson
  • Collected 91% of the taxes. Total Tax Collected: $5704348.06
  • Only $63,397.30 of taxes (in Administrative Fees) remains with the township, this is used to pay the Assessor. The balance of taxes go to county, state and schools (including school debt)
  • Township office staff has made the least amount of errors in the 16 years in this position.

  • Talked to a resident about Burma Rd, and possible solutions
  • Working on a renter’s protection ordinance
  • Wants to see an Ordinance focused on large corporations pushing out the small mom and pop stores

  • Asked about regular hours for Neil as she has had neighbors trying to reach him with no return calls.
  • Speeding concerns.

  • I would like updates on the Blight list as well as court cases
