Terry Caryl, from Eileen questioning the Resolution 2026-27. He asked that the board take some time to review the resolution before moving on anything. The language and some sections are not clearly defined. Section 2.12 specifically around extended absences and passwords should be reviewed before the resolution is moved on. Supervisor Usakowski will bring it back.

Requested Allen Rd. between Griswold and Lapeer cost for that project was $185,000. Split that cost with the Road Commission 50/50. There’s a possibility it may not get funded due to the projects being scored. It would be 1.3 miles long; an inch and a half asphalt overlay is what’s recommended.
Motion by Trustee Deland to adopt Resolution 2026-26. Supported by Treasurer Jackson.
Roll Call Vote.
Yes: Deland, Jackson, Usakowski, Wrubel, Bowen, Reilly
No: None. Absent: Trustee Lokers. Motion Carried
Supervisor Usakowski went through each of the points of the resolution. The administrative policy changes are to update an outdated policy and clarify roles and responsibilities. Explained the Board is responsible for the administrative policy and procedure, and to set policy for the staff and team to follow. The changes proposed are to provide a more comprehensive and clear policy.
Additionally, the statutory duties cannot be touched by Law. Nothing in this manual changes the statutory duties. This policy will also designate one direct supervisor for each position. An updated organizational chart will be created. We do have emergency procedures in place, such as an emergency button and a system in place in case of an emergency, at which point directives from someone other than an employee’s direct supervisor should be followed but that would be rare and unusual. Clearly delineates the chain of command.
Supervisor Usakowski asked if there was any feedback or comments before proceeding. He asked how the board felt about requesting information from an office staff member or if it should not be done and utilizing the department head directly instead. Supervisor Usakowski said he’d bring back some revised options for review in Section 2.6 and 2.7. Section 2.10 language states executive committee, which we don’t really have and will remove section 2.10.
Clarifies the personnel committee is basically to weed through applicants for hiring but covers a very limited scope. Consists of the Supervisor, Treasurer and Clerk. Will bring back the Resolution to review with more information and additional options to consider.
Comprehensive ordinance to update the Cemetery ordinance, the Cemetery Board used documents from the MTA to create the new ordinance.
Cemetery Cleanup is October 15th, 2026, and is in the Newsletter.
Trustee Bowen stated she feels the ordinance is very restrictive. It’s difficult because people are mourning and that is their one place to grieve. Supervisor
Motion by Clerk Wrubel to adopt the proposed Cemetery Ordinance 132-D. Supported by Trustee Reilly.

- Supervisor Usakowski
- Grant score came back good, going to try to see what can be done to increase points, but not many we have control over. Going to get a survey, some potential encroachments. Asked PCE to do some additional engineering and topographical surveys for the kayak launch, as part of the buildout, the cost being around $17,000.
- Moratorium on Data Centers ends this week and current language doesn’t allow for an extension. He will look at legal options related to that. MTA has a strong sample ordinance. As well as a seminar in MTA.
- Governor is pushing for the following house bills: HB5529-HB5532 and HB5581-HB5585. This impacts the township’s ability to zone in residential areas. Limit lot sizes, setbacks, site plan review, minimum dwelling sizes. Takes the decision away from the township. The reason behind these house bills is proposed to make housing affordable.
- Supervisor Usakowski also explained the closed captions for the meeting and looking at other accessibility options.
- Clerk Wrubel
- Fall Cleanup is October 17th, three different time slots. Help is needed. Will also have community service helpers as well.
- Elections are November 3, so the Board of Trustees November 3rd meeting will be cancelled so elections can be held. Ballots will be in soon so we can get them out next week.
- Cemetery cleanup starts on October 10th and will run for a few weeks. Will have a dumpster available so people can clean up their areas.

Request to modify budget question around the Election. Supervisor Usakowski explained it may be needed for next year’s budget, as it’s for election machines, not this year. Also questioned lighting needs around the proposed kayak launch and its impact on residents near the area. Questioned pavilions and other structures at other beaches around the area as an option for the new development space.
