REGULAR MEETING

SEPTEMBER 05, 2023

6:30 P.M.

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Ward and Nelson.

 

ABSENT: Hoffman and Deland.

  1. APPROVAL OF AGENDA

    Wrubel: I need to bring back under Old Business A. Secure Pole Barn for the records.

     

    Jackson motioned to approve the agenda as amended supported by Ward.

    Motion Carried.

 

  1. PRESENTATION OF MINUTES FOR AUGUST 15, 2023

    Nelson: There are two E’s, under Roman # XI.

     

    Wrubel motioned to approve the minutes for August 15, 2023 as amended supported by Jackson. Motion Carried.

Usakowski explained that we have checks totaling $1,421,841.09.

 

Nelson questioned about overtime at the parks again.

 

Usakowski explained.

 

Nelson questioned how the blight works.

 

Jackson motioned to disburse $1,421,841.09 to pay the bills and file supported by Wrubel.

  1. PUBLIC COMMENT (Brief Comments)

Dan Evans, 5051 Anglewood Court: I am here about the ditches. About a year and a half ago I had a contractor come out and replace the driveway. It floods all the time.

 

    Usakowski told him that he dropped off the orders three weeks ago.

  2. Secure Pole Barn for Records

Wrubel explained what the bid included for the pole barn. It included the cement work and the framing of the building. It does not include the electrical installation, the heating and cooling, the drywall or anything else. The first bid was Ridgewood for $42,976.00 and D & D was $33,000.00. We have awarded the bid for the pavilions to D & D and so I recommend that we stay with D & D.

 

Discussion.

 

Usakowski: I think that we should know what the whole total would be before we start.

    1. Budget Goals

    Usakowski: We need to start talking about the 2024-25 Budget. We need to set the direction from the board from where we are going. I need some ideas from you the board.

X.    OFFICERS REPORT

  1. Supervisor Usakowski

    Usakowski and Wrubel met with ESRI Software Providers. They provide us with zoning, parcel data and more. We would like to use it more but our data set that is currently used is about ten years old. The County has a full time staff that updates layers and does all the things that we need to get that information. They can provide it to us but it will cost $750.00 to get the Parcel Geometry or more depending on the layers.

     

    Usakowski motioned to approve the Parcel Data from the county for up to $775.00 supported by Jackson.

 

ROLL CALL VOTE: YES: Usakowski, Jackson, Ward, Wrubel and Nelson.

NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.

 

Hopefully we will hear about the Spark Grant in a month or so. We applied for $550,000.00 for new playground equipment and more.

 

New roofs on the pavilions should be going on as soon as they get the steel.

 

Next meeting we will talk about Local Road Funding Assistance programs.

 

Our Fall Clean-up will be coming up on Saturday, October 7th from 9 a.m. to 3 p.m. We will need volunteers again.

 

  1. Clerk Wrubel

    I am working on bids for cleaners for our office. I called 10 and four said no and I have six more to go. I am waiting on MC Shine, Surf Pro, Janitize It, Two Crazy Girls and a Bucket, Allstar Commercial Cleaning and Jan’s Cleaning Service.

     

    Usakowski: Try Dusty Corners. They did the bathrooms out at the 4-H fair.

     

    We are applying for grants for the elections. We have to be open for nine days before the actual election. The state has $33 million to disburse among the townships.

     

    Usakowski: Is there talk about combining?

     

    Wrubel: We decided that the integrity was not a good idea. We might be able to get more funding if we pick up Wales and Clyde Townships.

     I need more volunteers for the Fall Clean-up for three shifts.

     Should we look into getting new microphones and a new system?

Usakowski suggested that we need new mounts. If we can get a sound company to give a quote on them that would be good.

Nelson: I don’t think it was just the mounts. It was a really long meeting and she had to listen to it through a phone.

Wrubel: We will continue to look into a new microphone system.

Nelson: What is going on with the air conditioning?

Wrubel: I am working on getting it done.

  1. Treasurer Jackson

    Review of Financials.

     

    39% of the summer taxes have been collected so far. $21,512 is for the Administration fee. $10 million have been collected so far.

     

  2. Trustee Hoffman

    Absent.

    Absent.

 

  1. Trustee Nelson

    How is the audit going?

     

    Wrubel: I have them, I just need to get them to Rob.

     

    Nelson: There was an issue that came up at the Planning Commission meeting about the differences between Ordinances 171 and 142.

     

    Usakowski: I did talk to our attorney Greg Stremer about it. Whatever is more restricted would be most prevailing.

     

    Discussion.

     

    Nelson: The Planning Commission was very upset. They wanted to get rid of the ordinance all together.

     

    Usakowski: Ordinances can be repealed but I think that it needs to be modified.

    The Planning Commission should be able to take the Zoning Ordinance and that’s what they should follow and focus on.

     

    Nelson: Could you talk to Mr. Orr and let him know that you are already in the process of doing that. Should we give them direction on what to do about bonds?

     

    Usakowski: I think so.

     

    Ward: Who blocks off Range Road? Who blocks off the trails in front of Range Road?

     

    Usakowski explained.

 

  1. Trustee Ward

     

    Wrubel: Review newsletter draft.

     

    Usakowski: Legislation is going to get introduced regarding utilities and renewable energy facilities that would strip local unit’s authority. I’m all for local control. We don’t have legislature that is favorable to us.
