OPEN MEETING WITH THE PLEDGE OF ALLEGIANCE 
 
ROLL CALL OF OFFICERS: Supervisor Usakowski, Treasurer Jackson, Clerk Wrubel, Trustee Deland, Trustee Reilly, Trustee Lokers
ABSENT: Trustee Bowen
ALSO PRESENT: Michigan State Representative of the 64th District, Joseph Pavlov
 
  1. APPROVAL OF AGENDA 
Motion to approve the agenda as printed was made by Trustee Deland, with support by Clerk Wrubel. All were in favor, motion carried.
 
  1. PRESENTATION OF SEPTEMBER 16, 2025, MINUTES 
Motion made by Trustee Reilly to approve the September 16, 2025 minutes, with support from Treasurer Jackson. All were in favor, motion carried.
 
  1. CONSENT AGENDA AND COMMUNICATION 
  1. Check Register from 9/12/2025 – 9/30/2025
Disbursements totaling $4,130,291.01 (Supervisor Usakowski explained that most of this amount is due to taxes collected then dispersed to county, school districts and others.
Deland questioned tire purchase under General, and Clerk Wrubel explained this was wrong category and should be under DPW as the tires were replacements for bald tires.

  2. Enforcement List for September 2025 
 
Motion was made by Treasurer Jackson to approve the disbursements of $4,130,291.01 pay the bills and file. Supported by Clerk Wrubel. No discussion. Roll Call. 6 Yes, 0 No, 1 Absent. Motion carries.
 
 
  1. BOARDS AND COMMISSIONS 
  1. Board of County Road Commissioners of St. Clair County – Minutes from 9/2/25 
Trustee Deland commented on Palms Road and the Road Commission about how our tax money is being used.
 
  1. Board of County Road Commissioners of St. Clair County-Agenda from 9/16/25 
  2. Planning Commission of Kimball Twp “Draft” Minutes from Public Hearing/Regular Meeting of 09/23/2025 
 
Motion made by Trustee Deland to receive and file the Boards and Commission minutes. Supported by Treasurer Jackson. All were in favor. Motion Carried.
 
  1. PUBLIC COMMENT (Brief Comments) 
 
House Representative of the 64th District Joseph Pavlov introduced himself and gave an update on the State Budget and answered some questions from the board and audience.
 
  1. OLD BUSINESS 
  1. Ordinance No. 138-3 Format 
 
Motion was made by Trustee Deland to update the language in Ordinance No. 138-3. This was supported by Trustee Reilly. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
  1.   NEW BUSINESS 
  1. Fire Truck – Financial  
Update on the financing agreements that were presented was made by Chief Gratz and Treasurer Jackson.
 
Motion was made by Trustee Deland to approve TaxExempt’s financing agreement to lease the New Fire Truck. This was supported by Trustee Reilly. Roll Call  Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
 
  1. St. Clair County Road Commission Kimball Township Agreements 
  2. Fish Road – Crossroad Culvert 
Motion was made by Trustee Deland to replace the culvert on Fish Rd with support from Clerk Wrubel. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
  1. Mayer Road – Limestone Haul 
Motion was made by Treasurer Jackson to approve the Limestone haul for Mayer Road with support from Trustee Deland. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
  1. Burns Road – Ditching 
Motion was made by Treasurer Jackson to approve Ditching on Burns Road with support from Trustee Deland. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
  1. Project Control Allen Road Sanitary Sewer  
Supervisor Usakowski explained that a resolution of intent that will give PCE the authority to move forward with the design. Once the design is on record, we can proceed with the Special Assessment District.  Any charges will go against the special assessment.
 
  1. RESOLUTION 2025-33: Allen Rd Sewer Extension/Improvement Project  
Trustee Deland made the motion to adopt Resolution 2025-23 with support from Clerk Wrubel. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
Trustee Deland asked to amend her motion to reflect the corrected Resolution number of 2025-33. Support agreed. All were in favor of the correction.
 
  1. RESOLUTION 2025-34: Prohibit Postdated Checks for Utility Payments  
Treasurer Jackson made the motion to approve Resolution 2025-34 with support from Trustee Reilly. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.
 
 
  1. AUDIENCE PARTICIPATION 
 
  • Dennis Harshman thanked the township for their quick movement on the tree on Allen rd.
 
  • Question from a resident about a culvert and ditches on North Pine River Road. Supervisor Usakowski said he will investigate the issue.
 
  1.             OFFICERS REPORT 
  1. Supervisor Usakowski 
Updated the board about the junk yard on Dove rd.
He did not get the County Commissioner seat
 
  1. Clerk Wrubel 
Newsletter will be going out next week. Cost will be $883.53.
                Motion made by Supervisor Usakowski to approve postage for the Township newsletter in the amount of $883.53 with support from Trustee Deland. Roll Call Vote: 6 Yes, 0 No, 1 Absent. Motion carried.

Collected 92.4% of the township taxes, great job.
After winter taxes we should have $114,825.65 towards Assessing.

Asked about Revenue Sharing and township
Suggested a Radar Sign from a company called Radar Sign. Cost would be $3200 for battery and $4200 solar. I would like to have this investigated.

  1. Trustee Lokers   Spoke in detail about the Planning Commission meeting and had concerns about ditching and water in peoples’ yards. Discussion.
 
Clerk Wrubel thanked Michele for doing the newsletter, and need help to check residents ID for Oct. 25, 2025, clean-up.
 
Motion to Adjourn at 7:40pm by Trustee Deland and supported by Supervisor Usakowski.
