MEETING OPENED AT 6:30 P.M. WITH THE PLEDGE OF ALLEGIANCE 
 
ROLL CALL OF OFFICERS: Supervisor Usakowski, Treasurer Jackson, Clerk Wrubel, Trustee Deland, Trustee Bowen, Trustee Reilly
ABSENT: Trustee Lokers
 
  1. APPROVAL OF AGENDA 
ACTION: Trustee Deland motioned to approve agenda as written, support by Trustee Reilly, all were in favor. Motion Carried.
 
  1. PRESENTATION OF OCTOBER 7, 2025, MINUTES 
ACTION: Trustee Deland motioned to approve the October 7, 2025, minutes as presented. Supported by Trustee Reilly, all were in favor.  Motion Carried.
 
  1. CONSENT AGENDA AND COMMUNICATION 
    A. Check Register Disbursement Report from 10/01/2025-10/15/2025
ACTION: Motion made by Treasurer Jackson to approve the Consent agenda in the amount of $81,267.62 to pay the bills and file. Support from Clerk Wrubel. Roll Call Vote: YES: Treasurer Jackson, Clerk Wrubel, Supervisor Usakowski, Trustee Deland, Trustee Bowen, Trustee Reilly. NO: NONE. ABSENT: Trustee Lokers. Motion Carried.
 
  1. BOARDS AND COMMISSIONS 
       A. Board of County Road Commissioners of St Clair County-Min. 09/16/2025
ACTION; Motion by Clerk Wrubel to Receive and File boards and commissions communications, with support by Trustee Deland. All were in favor. Motion carried.
 
  1. PUBLIC COMMENT (Brief Comments)

  1.   NEW BUSINESS 
        A.  SEMCOG – 2025 Annual Membership Dues, Invoice
ACTION: Motion made by Trustee Deland to pay the SEMCOG 2025 Annual Membership Dues. Support from Trustee Bowen. All were in favor.  Motion Carried.
 
Supervisor Usakowski made a correction to Resolution 2025-35 to reflect that hourly pay non-union employee’s raise would begin October 26, 20025, however, monthly Pay raises would begin on November 1, 2025.
 
ACTION: Trustee Deland made a motion to approve Resolution 2025-35 with the correction. Supported by Trustee Bowen. Roll Call Vote: YES: Trustee Deland, Trustee Bowen, Supervisor Usakowski, Treasurer Jackson, Clerk Wrubel, Trustee Reilly.  NO: NONE.  ABSENT: Trustee Lokers.  Motion Carried.
 
  1. Request for Educational/Training/Licensure Reimbursement
ACTION: Motion was made to Reimburse Assessor’s Assistant full amount of cost of $1,000 full cost of class made by Trustee Deland. Motion supported by Trustee Bowen. Roll Call Vote:  YES: Trustee Deland, Trustee Bowen, Supervisor Usakowski, Treasurer Jackson, Clerk Wrubel, Trustee Reilly.  NO: NONE.  ABSENT: Trustee Lokers. Motion Carried.
 
  1. Adoption of Educational Training Reimbursement Policy
NO ACTION: Clerk Wrubel questioned whether an employee is working with another township if the training reimbursement should be shared with the other township.
Supervisor Usakowski recommended that the policy should be changed to reflect this proposal. Policy will be brought back next meeting.

Shared update about tipping fees.
Shared that he will be looking into Recycling for the township
 
 
  1. Clerk Wrubel 
Reminder Fall Cleanup Saturday October 25.
PCE is done with the water liability study
Has the 2026 calendar for the Office ready for approval
DPW fall cleanup is done at the cemetery. They are pouring foundations currently.
Cleaning up the mailings in elections.

  1. Trustee Deland 
Questioned when the Park was going to close. Supervisor Usakowski stated that the township will be leaving the Park open for the winter. No bathrooms will be available.
Grass Cutter questioned. Clerk Wrubel stated he is still cutting and in leaves cleanup mode.
 
  1. Trustee Bowen 
Questioned about the Junk Yard on Dove Rd. Supervisor Usakowski gave an update.
 
  1. Trustee Reilly 
Brought up a concern from a resident about Allen Rd between Lapeer and West Water. The grass and brush is long and needs attention during fall because of the Deer. Supervisor Usakowski will be bringing this to the county’s attention.
 
  1. Trustee Lokers – ABSENT
 
Motion to adjourn the meeting at 6:55pm was made by Trustee Deland and supported by Trustee Bowen.
