OPEN MEETING WITH THE PLEDGE OF ALLEGIANCE – Meeting was called to order at 6:30pm.
ROLL CALL OF OFFICERS: Present- Supervisor Usakowski, Clerk Wrubel, Treasurer Jackson, Trustee Deland, Trustee Bowen, Trustee Lokers and Trustee Reilly

- APPROVAL OF AGENDA
Action: Motion by Trustee Deland to approve the agenda as amended to reflect B. (RESOLUTION 25-37) under New Business. Support by Trustee Bowen. All in favor. Motion carried.
- PRESENTATION OF OCTOBER 7, 2025, MINUTES
Action: Motion by Trustee Bowen to approve the minutes from Oct. 7, 2025, as presented. Support by Trustee Deland. All in favor. Motion carried.

Action: Motion by Treasurer Jackson to receive and file reports and pay the bills in the amount of $739,674.05. Supported by Clerk Wrubel. Roll Call Vote: Yes – Treasurer Jackson, Clerk Wrubel, Supervisor Usakowski, Trustee Deland, Trustee Bowen, Trustee Lokers, and Trustee Reilly. No-NONE. Motion Carried.

Per Chief Gratz: Travis Wright’s application is to be removed from consideration at this time.
Action: Trustee Deland made a motion to accept Gavin Locke’s application to move forward to send for a physical. Support by Trustee Reilly. Roll Call Vote: Yes-Trustee Deland, Trustee Reilly, Supervisor Usakowski, Clerk Wrubel, Treasurer Jackson, Trustee Bowen, Trustee Lokers. No: NONE. Motion carried.

- Recks Salvage Yard- Update

- 4 Semi’s have been filled with tires and 3 more are available.
- 70 cars crushed so far
- Stated Fire truck can get in now if needed
- Sturdevant Rd has been cleaned up
Trustee Lokers requested there be a plan for when the junk yard is no more. Discussion.
- NEW BUSINESS
- St Clair County Road Commission Estimate for Allen Road
Discussion.
Action: Supervisor Usakowski will investigate the Arbor fund to see if any monies are available to help with tree removal and bring this back next month.
- RESOLUTION 25-37 Street Lights cost to cover electric and poles.
Treasurer Jackson explained that the township had budgeted $82,000 for street lighting and in some cases leased poles from DTE. However last year the cost was $95,965.67. Treasurer Jackson would like to propose a rate increase to cover the difference. It would be split evenly among those in Districts 1-13 proportionally.
Action: Motion by Trustee Deland to approve RESOLTION 25-36. Supported by Trustee Lokers. Roll Call Vote: YES- Trustee Deland, Trustee Lokers, Supervisor Usakowski, Clerk Wrubel, Treasurer Jackson, Trustee Bowen, Trustee Reilly. NO: NONE. Motion carried.

- Supervisor Usakowski
- Workshop to be held with the Township Lawyer to create a DFD (Development Focus District) definition for the Planning Commission to consider. Looking to having 3 members of Planning Commission and 2 members from the township board. Workshop members will be as follows:
- Gary Lokers (twp board and planning)
- Karen Deland (twp board)
- Megan Bowen (tpw board and ZBA board)
- Bill Orr (Planning Chair)
- Brad Barrett (Planning)
- Gathering information for recycling program that MGM offers 3 families in Kimball. Recycling is very expensive for our twp.
- The Landfill is increasing their dump fees by 25-30%
- Water reliability study came back and will be meeting tomorrow (Nov 5) for more information.

- Connie Medaugh has retired as Administrative Assistant. Job posting on Indeed was made and we received 132 applications. There will be 5 interviews on Friday.
Orkin has been contracted to deal with the bug (flying ants and stink bug) problem.
- Trustee Deland questioned who is on the interviewing board.
Clerk Wrubel stated it is she and Treasurer Jackson and Supervisor Usakowski on the hiring board and Clerk Wrubel, Treasurer Jackson, and Supervisor Usakowski will be doing interviews.

- Mentioned that a gentle man came asking to do metal detecting at the Smiths Creek School. Rob stated that he will investigate it for insurance reasons.
