Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

Deland motioned to receive and file Boards and Commissions supported by Jackson. Motion Carried.

 

  1. SHERIFF KING: Sheriff King of St. Clair County has been living in the county his whole life. He has been with the Sheriff’s Department for 23 years. Last year he was elected Sheriff.

 

In 2020 we handled about 40,000 calls for service which is down from other years. We wondered how we were going to maintain manpower without interruption of service.

 

We have specialty divisions for accident investigation, drug tracking, human scent (canine), commercial motor vehicles enforcement, contact and educate businesses.

 

Drug Task Force: In 2020 we only had 34 search warrants and 183 drug related traffic stops. The drug task force seized 2,606 grams of methamphetamine/crystal meth, 121 grams of heroin and 180 grams of cocaine/crack cocaine.

 

Dive Team: There are 29 members of the Dive Team which is an all-volunteer organization.

 

Marine Division: A total of 23 boating accidents were handled by the Marine Division.

 

Correctional Facility: In 2020, the jail booked in 3,260 inmates. This was a drop from our average of 5,285 in years prior to COVID-19. Discussion of programs offered.

 

Accomplishments since November 2020: COVID-19, body cameras/in-car cameras and computers, court video booths, facility cameras, enhanced training for deputies, employee wellness program and school resource deputy.

 

Usakowski: What was the impact on types of runs and if there was a lot of changes with COVID-19?

 

King: The first three months of 2020 with the COVID-19 law enforcement slowed down. Fire and EMS were busy.

 

Jackson: Questioned on the off-road vehicles and if they have a speed limit restriction.

 

King: Each township can have their own rules.

 

Jackson: How old do they have to be to legally drive a moped or ATV?

 

King: If the person is using an ATV to drive on the road, they must have it licensed and the person driving should be 16 years of age.

Matt Crowe, 7261 Smiths Creek Road: I would like to know what the status is of the moratorium. Also we would like to ask for an extension on the moratorium.

 

Usakowski: There is no expiration on it.

    Christine Carwyn: We are working on rescheduling the ordinance workshop.

  2. Bids for Seal Coating Office Parking Lot

No additional bids received. Too late to do it this year.

 

Sturdevant: We will have to do it in Spring 2022.

    1. Street Lighting Resolution 2021-14

    Jackson: Increase in rates to winter taxes. 10% increase to get caught up.

     

    Sturdevant motioned to approve Resolution 2021-14 supported by Wrubel.

XI.    OFFICERS REPORT

  1. Supervisor Usakowski

The Road Commission approved all the road funding applications including Sparling Road.

 

Some work has been done at the Smiths Creek Park. The fence around the children’s area has been removed. We’ve had a lot of vandalism at the parks with the restrooms and port-a-john’s. There are things we need to look into like speed bumps or charging non-residents to use the park on the weekends.

 

Deland: Page 10 shows the budget at $23,833.00. Isn’t that over budget?

 

Usakowski: We didn’t go that far over. Maintenance as a whole is what really is costing a lot. Equipment and tractor failures is what is costing so much. Also the constant vandalism in the bathrooms and port-a-john’s.

 

  1. Clerk Wrubel

Janitorial Bids: MC Shine will no longer be able to do our janitorial cleaning. I have a couple more bids to get from Dependable, Janis Supply. Ammerman’s is another one to contact.

 

DPW would like to purchase a couple more Flow Meters. One for the Kimball Commons across the street and one for the airport. They are approximately $15,000 each. Tetra Tech would lease them to us at $80,000. We already have four collecting data.

 

Usakowski: Who is monitoring them?

 

Wrubel: DPW

 

Discussion.

 

DPW needs approval for the annual maintenance from SCADA which cost $4,745.00 for a two year contract. SCADA is a Motorola Radio maintenance program which would include changing out batteries, power settings, testing the antennas, surge protectors and cable testing for integrities.

 

Sturdevant motioned to approve the $4,745.00 for the SCADA Motorola Radio maintenance program supported by Usakowski.

DPW Update. The Cathodic Protection Corrosion Control Agreement needs to be approved by the board for $580.00.

 

Usakowski motioned to approve the $580 for the Cathodic Protection Corrosion Control Agreement supported by Jackson.

Wrubel: DPW’s Jason Hyde has requested to rollover his extra vacation time to next year. He has 127 hours he would like to rollover.

 

Discussion.

 

Sturdevant motioned to allow Jason to move up to 127 hours into next year’s vacation time supported by Wrubel.

Fire Department has two applicants for approval. Jamie Carpenter for dispatch and Amber Frisbee for Fire Fighter/EMR.

 

There are 27 current Fire Fighters.

 

Wrubel motioned to approve Jamie Carpenter for the fire department Dispatch and Amber Frisbee for a Fire Fighter supported by Jackson.

We have a fire bill from May 19, 2019 for over $1,600 for 5011 Griswold Road which was William Turners. A letter was sent to the Turners on October 8th. The letter was returned to us as unclaimed on October 29th. How does the board want us to move forward with this?

 

Jackson: William and Dorothy both have passed away since this. This was supposed to be covered in court.

 

Usakowski: I think it should be passed on to Tom Reilly for collection.

 

Wrubel: The next one is on James Sargent. He is contesting the charges from an accident from August of 2020. We contacting him about the meeting tonight but was unable to attend. I talked to Tom Reilly about him and he has been in touch with him. We rescheduled for him to be at the December 7th meeting.

 

At the cemetery, the guys had poured 26 foundations this fall.

 

The BS&A Cemetery Software Program training has been rescheduled for December 2nd and the conversion is currently in process right now.

 

We are going to be putting notices on a few of the graves that are currently not in compliance out at the cemetery, such as fencing, gravel, glassware, etc.

 

The office will be closed Thursday, November 25th and Friday, November 26th for the Thanksgiving Holiday.

Taxes are ready to go but aren’t balanced with the Assessor.

We are continuing with fish fries at the American Legion the first Friday of the month and we are doing breakfast at the Masonic every second Sunday of the month.
