REGULAR MEETING

JANUARY 16, 2024

6:30 P.M.

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS:  Usakowski, Jackson, Wrubel, Ward and Nelson.

 

ABSENT:  Hoffman and Deland.

 

ALSO PRESENT:  None.

 

I.             APPROVAL OF AGENDA

Jackson motioned to approve the agenda as presented supported by Ward.

Motion Carried.

 

II.            PRESENTATION OF MINUTES FOR JANUARY 02, 2024

Wrubel:  Page 4 under Chief Gratz Update it should say “We posted our year end reports” not “year in reports”.

 

Wrubel motioned to approve the minutes of January 2, 2024 as amended supported by Jackson.  Motion Carried.

           

III.        CONSENT AGENDA AND COMMUNICATIONS

  1. Check Register from 12/28/2023 to 01/10/2023
  2. Revenue & Expenditure Report for Period Ending 01/31/2024
  3. Department Payroll Reports through 01/12/2024

Usakowski:  We have disbursements totaling $2,031,154.48.

 

Wrubel motioned to approve the disbursements of $2,031,154.48 supported by Jackson.

 

ROLL CALL VOTE:  YES:  Wrubel, Jackson, Nelson, Ward and Usakowski.

NO:  None.  ABSENT:  Hoffman and Deland.  (5-0-2) Motion Carried.

 

IV.          BOARDS AND COMMISSIONS

A.   Board of County Road Commission of the County of St. Clair Minutes for 12/19/2023

B.   Township Roads and Bridges Advisory Committee of the St. Clair County Road Commission Meeting Minutes of October 10, 2023

C.   Zoning Board of Appeals Meeting Minutes for November 14, 2023

 

Wrubel motioned to receive and file Boards and Commissions supported by Ward.  Motion Carried.

 

 

V.           PUBLIC COMMENT (Brief Comments)

            None.

 

VI.          OLD BUSINESS

A.   DPW Negotiations

Usakowski reviewed all changes from previous contract.

 

Jackson motioned to approve the DPW Union Agreement supported by Nelson.

 

ROLL CALL VOTE:  YES:  Jackson, Nelson, Ward, Usakowski and Wrubel.

NO:  None.  ABSENT:  Hoffman and Deland.

 

B.   Parks Plan

Usakowski requested input on draft of Parks Plan.

 

Nelson talked about mini-parks in new developments.  She discussed about ice skating and if we can look into places that would offer us a discount like Glacier Point or the roller rink.  Smith Creek Park needs some work.  She also talked about a possible kayak launch and an Annual Flea Market.

 

Usakowski mentioned that there will be a Special Meeting on January 30, 2024 at 6:00 p.m. with a Public Hearing to approve the plan.

IX.          AUDIENCE PARTICIPATION

None.

 

X.        OFFICERS REPORT

A.  Supervisor Usakowski

There was legislature that passed about the Rights of Municipalities about the Solar and Wind farms.  Discussions of the township Moratoriums.

 

Landfill:  The landfill did respond to the December violation and they admitted some failures and responsibilities.   They are not sharing any information.  We are seeking long term solutions on a permanent air monitoring stations.

 

Discussion.

 

B.  Clerk Wrubel

There was a sewer line break on Smiths Creek Road that the DPW were able to contain.  This past weekend we had two Lift Stations down.

We have five bid packages out for the Allen Road generator.

 

Elections are in full swing and the first election is February 27, 2024.  Early voting is February 19 17th.  We will be mailing absentee ballots starting on January 18th.

 

C.   Treasurer Jackson

Review of Financials.

 

Usakowski:  We need to fill vacancies for the Cemetery Board and the Zoning Board of Appeals at the next meeting.

Absent.

 

  1. Trustee Deland

Absent.

 

  1. Trustee Nelson

Nelson:  We received an update at the ZBA meeting about a possible property split.

 

  1. Trustee Ward

Baseball is in full swing.  We have kids registered already.  The partnership that we did with Port Huron Recreation Department went viral.

Wrubel motioned to adjourn the meeting at 7:11 p.m. supported by Ward.

Motion Carried.
