OPEN MEETING WITH THE PLEDGE OF ALLEGIANCE

APPROVAL OF AGENDA   

Motion to Approve the Agenda as published by Trustee Bowen, seconded by Trustee Lokers.  All were in favor. Motion Carried

PRESENTATION OF MAY 5, 2026, MINUTES-Meeting cancelled due to lack of quorum  

 

PRESENTATION OF MAY 13, 2026, SPECIAL MEETING MINUTES

Motion to Approve the minutes as corrected, by Trustee Reilly, seconded by Treasurer Jackson.  All were in favor. Motion Carried

 

CONSENT AGENDA AND COMMUNICATION

Motion to approve the Consent Agenda made by Treasurer Jackson, in the amount of $453,185.32 pay the bills and file. Supported by Trustee Lokers.

Per Rob Ordinance for Chickens will go back to Planning.  Currently not permitted in Kimball township residential areas.

Motion to receive and file the Boards and Commissions minutes made by Trustee Deland and supported by Trustee Bowen.  All were in favor, motion carried

   

PUBLIC COMMENT (Brief Comments)   
  1. Joe Pavlov State Representative spoke on Budget.  Project in Selfridge-runways being finished is stalled due to difference in the budget.  Working on introducing Lansing to St. Clair County.  September/October Small Business Forum with Brian Cali, head of Small Business Association.
  2. Eric Zobl-Chicken Ordinance. 
  3. Lorene Nelson- 1815 Military St. Port Huron, MI. 48060 is the new Branch Lead Librarian.  Worked previously with Museum, FT. Gratiot Lighthouse, Parks, and is used to working with Municipality.

 

OLD BUSINESS 
  1. Set a Public Hearing for Reck’s Junk Yard Non-Compliance

Usakowski stated will be a lengthy court process.  Clerk Wrubel asked if we could fall under brownfield?  Per Egle, no contamination was found.  Kimball township can apply for brownfield for housing but in the past haven’t been able to apply when it concerns cleanup.  Reck’s did attempt to apply for another license but was withheld due to the current situation.

Motion to approve the revoking Reck’s Junkyard license made by Supervisor Usakowski.  Supported by Trustee Reilly.

NEW BUSINESS 
  1. DPW Replacement Truck Bids

Clerk Wrubel stated we did put in the budget to get a truck this year.  Put out for 4 bids, only received 2 back. Berger Chevrolet: $46,993.00, the second was from LaFontaine: $59,787.  Treasurer Jackson asked what budget is this coming out of?  He stated he did not see any capital in the Outlay for DPW.  Clerk Wrubel advised monies were set aside for this as it was a known need.  $45,000 was set aside.  Supervisor Usakowski stated the wrong form was included in the agenda packet, it should be the request expenditure over $500.  The correct form would show the account and monies available answering Treasurer Jacksons question.  Asked if we could bring it back to the next meeting.  Clerk Wrubel agreed and stated urgency is in the trailer.

Motion to bring back Bids to next meeting made by Trustee Bowen.  Supported by Trustee Deland.  All were in favor. 

 

AUDIENCE PARTICIPATION   

  

OFFICERS REPORT   
  1. Supervisor Usakowski   

Spoke on Round table put on by Community Foundation, focused around Rural and Small governments.  Community Foundation has been great for Kimball Township, have helped with grants and parks.  Engagement from community is key. 

Rob spoke to the County Administrator and the SEP for the landfill, discussed their plans.  Driveway ordinance, still working on it.  Trustee Deland asked if we fine Landfill.

 

  1. Clerk Wrubel   

Spring Cleanup- Hammers hauled away 8 large garbage dumpsters and 1 metal dumpster. 

DPW- Completed the foundations and the cemetery is looking very good!  I have received a few compliments this past week on how nice the cemetery looks.

Cemetery Board- They meet out at the Caswell cemetery on Saturday along with a few members of the Kimball fire Axillary and a couple of residents to put out the flags.  We are going to have to purchase at least 50 more stands that the flags go into before next year. 

Elections- The new AV Drop Box will be installed this week for Election Ballots.

Ballots- Should arrive at our office the week of June 15th, we have until June 25th to get the absentee ballots out in the email.

The Clerical Staff- The Clerical staff had come to me and are requesting to go on a 4-day work week starting the first week of June until the week of Labor Day.  This will save our township almost $2,500.00.  The Clerical Staff would like to go on a 7:30-5:00 schedule, they will all lose 3 hours a week of pay, but have offered to sign an agreement, if necessary.  Fridays are already dead and during the summer it’s even more so.  There is a mailbox available if a bill must be paid.   Supervisor Usakowski stated this will need to be brought back as an agenda item with documentation to address.

  1. Treasurer Jackson questioned Docuware. Supervisor Usakowski replied It’s our document imaging.  We are going to be moving records over to do that.  We have scanners that can do that, we just haven’t started yet.  The initial setup was the biggest portion of that cost.
