MEETING TO OPEN AT 6:33PM  WITH THE PLEDGE OF ALLEGIANCE

Motion to Approve the Agenda as published by Trustee Deland, seconded by Trustee Reilly.  All were in favor. Motion Carried

Motion to Approve the minutes as published by Trustee Deland, seconded by Trustee Lokers.  All were in favor. Motion Carried

 

        III.  CONSENT AGENDA AND COMMUNICATION   
A. Check Register Disbursement Report from 4/1/2026 -4/30/2026 
B. GL Expenditure/Revenue Report for April 2026
C. Fire Department-Report of Emergency Expenditure

Trustee Deland questioned charge for UHY of $28,000 for professional fees after it was voted to cap that at $6,000. Supervisor Usakowski explained those expenses were incurred prior to the capping.

Motion to approve the Consent Agenda made by Treasurer Jackson, in the amount of $235,844.14 pay the bills and file. Supported by Trustee Lokers.

    IV. BOARDS AND COMMISSIONS   

Board of County Road Commissioners of St Clair County Minutes from April 8, 2026 

Board of County Road Commissioners of St Clair Co. Agenda April 22, 2026 

Motion to receive and file the county road commission minutes made by Trustee Deland and supported by Trustee Reilly. All were in favor, motion carried

 

    V. PUBLIC COMMENT (Brief Comments)   

David Josh owner of D&M Services at 2787 Barth, he also owns another property  6451 Lapeer Rd. and voiced concern about his neighbor located west of 6451 location.  Mr. Strauchman is renting the property from Tony Kuberski, and has brought approximately 3,000-3, 500 yards of fine sand, which has caused issues to the surrounding area, and at least one business, that eventually left Kimball Township.  The township stated they will look into it further, seeing if it complies with land use and go from there.  Supervisor Usakowski said it potentially could be considered nuisance complaint. Tabled until next meeting.

David Josh also commented on doing a traffic light at Taylor and Lapeer in order to better direct traffic, due to crossroad of businesses such as: Fort Trodd, Red Barn Gas Station, and cross-traffic.  Supervisor Usakowski advised in order to request anything like that, would need to do a traffic study, which is several thousand dollars. Rob will check with Road Commission for further fact-finding.

 

    VI. OLD BUSINESS 
A. Set a Public Hearing for Reck’s Junk Yard Non-Compliance
Supervisor Usakowski violations are still there.  Fire Department and Ordinance enforcer, have been by and have given violations.  Reck’s is still operating within 100 ft of the road, they don’t have a reclamation plan.  We have not allowed a junkyard license because of the violations that exist.  Next step would be to close it down.
Motion to set a date for May 19, 2026, for the public hearing, made by Trustee Reilly.  Support from Trustee DeLand.  Motion Carried

 

VII. NEW BUSINESS 
A. Set a Public Hearing for Sewer Extension on Allen Rd. RESOLUTION 2026-18 Establishment of Special Assessment District for Construction of a Sanitary Sewer Extension on Allen Rd. between West Water and Lapeer Rd.

85% based on the Residential Equivalent Units and 15% based on the frontage.  We basically pay for everything on Allen Rd and they are responsible for everything else beyond that. 20 yr special assessment -asked by Treasurer Jackson. Supervisor Usakowski said correct. The School District likes the project.  They want to be off the lagoon system.

 

Motion to approve res 2026-18 made by Trustee Riley.  Support from Trustee Deland.

      B. Demolition – 5594 Griswold Rd – RESOLUTION 2026-19 

Unable to find three quotes, two available quotes are: Hammer’s contracting for $8,500 and Torello for $7,500.

Motion to approve resolution 2026-19 made by Trustee Deland.  Support from Trustee Jackson.

Supervisor Usakowski asked if there was consideration for either of the companies.  Mentioned that Hammer has done work for the township in the past, even when not necessary. 

Motion to approve Hammer’s Bid of $8,500 made by Trustee Lokers.  Support from Trustee Riley.

      VIII. AUDIENCE PARTICIPATION

      IX.  OFFICERS REPORT   
        A. Supervisor Usakowski

      Township cleanup is coming up this Saturday, dumpsters for community residents to use.  Sunday pancake breakfast at the Fire Station.

 

        B. Clerk Wrubel   

      DPW is laying foundations this week at the Cemetery.  Also working out at the park on the docks.

    Went to a GOP meeting and Lisa Mclean’s representative brought us up as one of the receivers of the grant. Port Huron Northern has a fishing club.  His son is going to     approach high school & Kevin Koveck to start a fishing club
