REGULAR MEETING AND HEARINGS MINUTES

MARCH 3, 2026

6:30 P.M.

 

MEETING OPENED AT 6:30 P.M. WITH THE PLEDGE OF ALLEGIANCE 

ROLL CALL OF OFFICERS: Supervisor Usakowski, Clerk Wrubel, Treasurer Jackson, Trustee Deland, Trustee Bowen, Trustee Reilly, Trustee Lokers

ABSENT:None

ALSO PRESENT:  State Representative, Joe Pavlov;  Chief Gratz;  Deputy Clerk, Michele Erdman

 

Meeting started with an update from State Representative, Joe Pavlov, on what he has been working on in Lansing. He encourages residents to reach out to talk with him.

Supervisor Usakowski asked Mr. Pavlov about House Bills #5529, 5530, 5531, 5532 that are wanting to take away local control and give them to the State. Mr. Pavlov stated that it is in flux and that there is a lot wrong with these bills.

 

  1. PUBLIC HEARING FOR 2026-2027 BUDGET – Hearing was called to order at 6:42pm by Supervisor Usakowski for both the Budget hearing and the Public Comment hearing on Parks (II.)

Karen Deland made a motion to open the public hearings for the budget and the parks. Trustee Bowen supported the motion. All in favor, Motion Carried

 

  1. PUBLIC HEARING FOR PUBLIC COMMENT on proposed recreational improvements at vacant parcel 1005-100 (North River Road and Atkins Road) and proposed submission of MDNR grant applications

 

Public Comments:

 

Eric Zobl, township resident at 322 Eileen Ave. Asked if there were funds set aside in the Budget for the Township Website.

 

Trustee Deland asked if there could be a budget for beautification for the parks.

 

Supervisor Usakowski spoke on changes that need to be made for Elections. The state is recommending townships set aside $15,000 per precinct for new tabulators.

 

  1. APPROVAL OF AGENDA

Trustee Reilly made a motion to approve the agenda as written, with support from Trustee Deland. All were in favor, motion carried

 

  1. PRESENTATION OF February 17, 2026, MINUTES

Page two change the word from parting property to dividing property.

Motion to approve minutes as amended made by trustee Bowen, with support form trustee Deland. All were in favor, motion carried.

 

  1. CONSENT AGENDA AND COMMUNICATION

A.  Check Register Disbursement Report from 02/12/2026 – 02/25/2026

B.  General Ledger Expenditure/Revenue Report Feb. 2026

Disbursements totaling $1,663,531.22

Treasurer Jackson made a motion to receive and file the reports and pay the bills in the amount of $1,663,531.22. Support from Trustee Bowen.

No: None

VI.         BOARDS AND COMMISIONS

A.  Board of County Commissioners of St Clair County Minutes from Feb 5, 2026

Question from Trustee Deland. Will the purchase of a VAC truck help the township.

Motion to receive and file the county road commission minutes made by Trustee Deland, and supported by Trustee Bowen. All were in favor, motion carried.

 

VII.        PUBLIC COMMENT

 

Branch Lead from the G.Lynn Campbell Library,  , came to extend a thank you to Kimball Township for the work of DPW for prompt response for the parking lot. She also made a public thank you for all the repairs and maintenance done by DPW this year.

A.  February 19, 2026, Township agreements with St. Clair County Road Commission

1. Chloride $26,500

2. Chloride $26,500

Trustee Deland made a motion to approve the $26,500 for each Chloride treatment. Support from trustee Bowen.

3. Various Gravels $187,801.60

Trustee Deland made a motion to approve the Gravel haul in the amount of $187,801.60 with support from Trustee Lokers.

No: None

Motion Carried

 

B.  UHY Agreement

Supervisor Usakowski explained he thinks it is a good idea to put a limit on the amount that is spent for UHY.

Treasure Jackson made a motion to bring UHY on board to get the books ready for the Audit with a limit of $6,000. Supported by Trustee Deland.

No: Wrubel

Motion Carried

 

Comments before closing the hearings:

Supervisor Usakowski mentioned that he is having a preliminary drawing that hasn’t come back yet. Planning on adding a 16 foot pavilion, not sure where it will go. The parking lot will be changed a little, and will add some parking for a trailer for a vehicle hauling a kayak.

The approach would be paved, the road going down to the lot would be gravel. Path to parking lot to launch would be paved.   

 

Trustee Deland – Would there be a need for a turn lane because the road is narrow?

Gravel compared to asphalt millings may be cheaper.

 

Deputy Clerk Erdman mentioned that an accessible dock for fishing or sightseeing would be nice too.

 

Trustee Reilly mentioned that having a launch is a great idea.

 

Supervisor Usakowski stated that the application is due April 1 so by the next meeting he will have preliminary numbers along with a resolution to support that along with a funding vehicle to support our portion if we decide to match anything with the park. The more we can match on the application the better we score on the application.

 

The township would love to have a park committee and if anyone is interested, please see the Deputy Clerk with your information.

 

Hearing no more comments, Supervisor Usakowski closed the public hearing.

 

 

X.           AUDIENCE PARTICIPATION

 

Chief Gratz on older Water Truck

A motion was made by Trustee Deland to authorize Chief Gratz to put up the old Water Truck up for bid to get something for the vehicle. Trustee Reilly supported that motion. All were in favor, motion carried.

 

 

XI.         OFFICERS REPORTS

 

A.  Supervisor Usakowski

Last Thursday Road preservation project came into effect:

                Road Repairs for 2026

4 roads in old section of Castle Wood Estates

Omar rd. resurfaced

Atkins Road

 

Please pay attention to the bills introduced relating to housing. Not in favor of it.

 

B.  Clerk Wrubel

Nothing

 

C.  Treasurer Jackson

-Gave detailed information on what tax amounts that Kimball receives compared to the County and schools.

-Gave the Township Financial report

 

D.  Trustee Deland

 

E.  Trustee Bowen

-There has been some confusion on the Grant for the parks.

 

F.  Trustee Reilly

Brought up township trash pick-up. Would it be cheaper for the township to contract just one company? -Discussion

 

G.  Trustee Lokers

I would like to present a resolution to put a moratorium on data centers for Kimball township. I’m happy to see State Representative Joe Pavlov come in tonight.

 

XII.        CLOSE MEETING

 

Trustee Reilly made a motion to end the meeting at 7:26pm. Supported by Trustee Bowen.

All were in favor, motion carried.
