Meeting was called to order at 6:33pm

APPROVAL OF AGENDA
Barrett made a motion to approve the agenda with the following addition. Add letter B. under old Business Att monopole located at 2830 Bartlett Rd. and under C. the MTA Spring workshop May 8, 2025. Motion seconded by Tuttle. All ayes, motion carries.

APPROVAL OF THE MINUTES: February 25, 2025
Motioned by Barrett to approve the minutes of February 25, 2025, with grammatical corrections. Seconded by Miller. All ayes, motion carries.

NEW BUSINESS

Atkins Meadows – Preliminary Site Plan
Matt Meuler from Bayview Engineering came to speak on the preliminary site plan. Came with the revisions by PCE. Wants to work together with SSK and possibly the school. Road commission has a copy of the plans and so does drain commission and will review the plans when they get a complete engineering review.
Barrett asked if there will be condo rules for maintenance
Matt stated yes, there will be an agreement for maintenance by the Condo association.
Lokers asked what the preliminary cost of the condos would be. Unfortunately, there is not someone there who could answer the question. But the thought would be a mid-priced condo.
Both Kimball twp DPW and Fire have no issues with this project and submitted their reports stating so.
Matt Meuler did receive both letters from PCE the one from Feb and one from March 2025.
Barrett moved to place Atkins Meadows on the agenda for April 20, 2025, for a final site plan review. Per ordinance 20.1501 #2
Bringing forward items 1-8 for a final site plan review.
Seconded by Lokers.

SSK – Preliminary Site Plan
Jaye Folske came on behalf of SSK for the revised preliminary site plan.
Mr. Folske stated that there were significant changes to the preliminary site plan and that they took all the criticism from the previous site plan and the engineers reviewed and came up with the submitted site plan. There has not been a FIRE or DPW report submitted. The revised site plan was submitted by PCE and the site plan will be reviewed by PCE once board votes to continue the project. This is a multi-site plan review.
Mr. Howard asked if the storage units were going to be for the public or the renters.
Mr. Folske stated they were for the public or renters, basically the storage facility is open to whomever. He also stated that there would be more apartments than storage units. 220 rental units.
SSK is trying to work with Atkins Meadows and the school for sewer.
Ms. Wrubel stated that she had attended a meeting with Mr. Erickson and the engineers also stated that FIRE has given a verbal okay. Mr. Orr asked for the Report to be submitted on SSK.
Mr Folskey is asking for pre-approval of the site itself, and the site plan will be under review for the next 30 days. Nothing on the site plan will change unless Tetra Tec comes back with something major.
Barrett stated that they may need to rescind the previous site plan as it had been approved already. He asked the staff to look into what had happened before.
Mr. Barrett moved to put SSK Site plan on the Agenda for April 20,2025 for site plan approval. Asked for the previous site plan approval to be placed on the same agenda for rescission.
Mr. Lokers supported the motion.

2025 Spring Workshop on May 8 at Goodells Park put on by Metro Planning.
Bill made a motion to approve any Planning Commission member that wants to attend to have the township send them.

Mr Orr brought up training by MTA for Planning in Frankenmuth on May 7 (the day before) After discussion Brad made a motion to allow members to attend that seminar as well if desired.

Master Plan Review
Notification will go into the newspaper week of March 31, 2025
63 days hearing will be end of April.
Discussion on Master Plan Review. Mr. Orr asked that the PC board receive a copy of the Memo sent to him by Geoff Donaldson. Mr. Barrett moved to receive and file a Memo from Mr. Donaldson. Support by Tuttle. All ayes, motion carries.

Gary Lokers – Township Board Member
Asked about the church sale on Griswold. Discussion about a Special Use Exemption needed for the church, as the previous church had not asked for one. We need to make sure we do things correctly.
