REGULAR MEETING

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Jackson, Hoffman, Deland and Nelson.
ABSENT: Wrubel and Ward.

APPROVAL OF AGENDA
Usakowski: Need to add to agenda, Extension to Moratorium on Solar and an Alternate for the Board of Review.
Deland motioned approve the agenda as amended supported by Jackson.
Motion Carried.

PRESENTATION OF MINUTES FOR JUNE 06, 2023
Deland: Page 3 down towards the bottom, “assistant should be assisted”.
Jackson motioned to approve the minutes as amended supported by Deland.
Motion Carried.
III. CONSENT AGENDA AND COMMUNICATIONS

Usakowski explained that we have bills totaling $308,662.85.
Deland asked if PNR stands for Parks.
Jackson: Yes, it does.
Deland questioned about Carl’s Septic for $800. Is that for both parks?
Usakowski explained.
Deland questioned about the sand for the DPW.
Usakowski explained that it was for work at the cemetery and the water mains.
Hoffman asked about the park hours.
Usakowski mentioned that they are open from 8 a.m. to dusk.
Jackson motioned to disburse $308,662.85 to pay the bills and file supported by Nelson.
ROLL CALL VOTE: YES: Jackson, Nelson, Usakowski, Hoffman and Deland. NO: None. ABSENT: Wrubel and Ward. (5-0-2) Motion Carried.

Deland motioned to receive and file Boards and Commissions supported by Hoffman. Motion Carried.

NEW BUSINESS
- Fire Bill for Bombard: Invoice #22-897
Jackson mentioned that Mr. Bombard is on oxygen and didn’t feel comfortable coming in. It was his fire that got out of control. Both he and his wife are in poor health. I really don’t think that we are going to get $22,545.00 from him. He can do a payment plan but I think we should reduce the amount.
Usakowski: He needs to appeal in writing of person.
Deland: Did anyone show up to appeal?
Usakowski: We should leave it alone and have him make payment arrangements.
Nelson: Lowering the bill may make him feel less overwhelmed.
Jackson: I will see if he can write a letter or make payment plans.
- Resolution 2023-13, Solar Wind/Master Plan
We should have a survey for the Master Plan coming out that will go to the community members. We have a six month limit on the Moratorium with a six month renewal. This resolution will be renewing the Moratorium for six months.
Deland motioned to approve Resolution 2023-13 Solar Wind/Master Plan supported by Nelson.
ROLL CALL VOTE: YES: Deland, Nelson, Usakowski, Jackson and Hoffman.
NO: None. ABSENT: Wrubel and Ward. (5-0-2) Motion Carried.
- Board of Review Alternate
Usakowski mentioned that we need an alternate for the Board of Review. Krista Scheitler will be the alternative and she will be doing training on June 29th. This will give us an additional person just in case one or two of the members cannot make it to a meeting. Her term will expire on December 31, 2024 and is a two-year term.
Deland motioned to appoint Krista Scheitler as an alternative for the Board of Review supported by Jackson. Motion Carried.

X. OFFICERS REPORT
A. Supervisor Usakowski
There will be no meeting on July 4. Board of Trustees will meet again on July 18th. That is the same day as the Board of Review, so they might have to use a different room depending on the time of their meeting. I will not be at that meeting because I’ll be at the County Fair.
We will be submitting our SPARK Grant this week and hoping to pull our score up.
Bids are being requested for pavilion roofs at both parks, and the overhang in front of the office building.

Ready to print the summer taxes. They will come out after July 4th.
Wales Township Meeting went well. No decisions have been made on their Fire Support.

Do we have any other meeting scheduled for the second Tuesday in July?
Usakowski: Zoning Board of Appeals.
Deland: When are the Auditors going to be here?
Jackson: July 31st to August 1st or 2nd.
- Trustee Nelson
There was ZBA meeting last week and approved the set-back for the property at Range and Gratiot. Culver’s is moving forward. Wetlands created the hardship issue.
- Trustee Ward
Absent.
