Belesky opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF MEMBERS:
Belesky, Orr, Crowe and Nelson.
ABSENT: Strait.
ALSO PRESENT:
Neil Erickson, Building/Zoning Department, Rob Usakowski, Supervisor and Becky Wrubel, Clerk.

Orr motioned to approve the agenda as presented supported by Nelson. Motion Carried.

APPROVAL OF THE MINUTES-REGULAR MEETING APRIL 11, 2023
Belesky mentioned that “Also Present” should be “Absent” from the minutes.
Orr motioned to approve the minutes as amended supported by Crowe. Motion Carried.
- NEW BUSINESS
- PUBLIC HEARING: Variance: 74-25-036-3004-000—25 S. Range Road—TELEGADAS. Front yard setback in C-1 zoning.
Orr motioned to open the Public Hearing at 6:33 p.m. supported by Crowe.

Louis Telegadas, 1835 Gratiot, and owner of 4 Star Grill: My partner and I are looking to develop an Assistant Living Facility. We are partnering with Grace Senior Living. Requesting a variance to address Wetland restrictions with a 35 feet variance on the front yard setback on Range Road.
We are working with the Culvers project, addressing the retention requirement by consolidating with a single retention point.
Described background for need for a Senior Living Facility, based on demographics and local/regional demand. Will be working with Andy, Dave and Mark Pincer who have done four other developments with a good team and positive project management.
Belesky: Hardship is wetlands.
Orr: Do you own the property?
Telegadas: Land is under contract.
Erickson discussed the wetlands in the area, and EGLE restrictions.
David Fulkerson, 3981 Windstone Circle, Oakland, MI, Grace Senior Living:
25 feet of encroachment is portico, only 10 feet of structure into setback.
Willie, 4607 Gratiot, Kimball: Reviewed plans and is in favor of the project. Thinks it is good for the area. Other neighbors want to sell and they are children of former owners.
- NEW BUSINESS
Usakowski: Township perspective based on the Master Plan, this is in Commercial area, with a variety of services and retail, and opportunity for growth. Struggled to get projects, not encroach. Wetlands created by MDOT.
Addresses several needs, including Culvers with their water drainage, and needs of aging community.
As far as continuity, the gas station is already closer to the road than the Living Center is proposed.
Belesky: It also cleans up the area. Who oversees wetland?
Usakowski: The State. EGLE will be watching closely.
Telegadas: We are working directly with EGLE on this mitigation project.
Usakowski: Discussion of Detention and Outlet.

Usakowski gave an update on the Master Plan. A survey will go out to the public in a couple of weeks for the Master Plan.
