Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Wrubel, Hoffman, Deland and Nelson.

Wrubel motioned to approve the agenda as presented supported by Nelson.

PRESENTATION OF MINUTES FOR MAY 16, 2023
Wrubel motioned to approve the minutes of May 16, 2023 as presented supported by Deland. Motion Carried.

Usakowski mentioned that we have disbursements totaling $49,130.27.
Wrubel motioned to approve the disbursements of $49,130.27 to pay the bills supported by Nelson.

Usakowski: $8 million from the ARPA Fund will go to the 26 Mile Road project.
Deland motioned to receive and file Boards and Commissions supported by Hoffman. Motion Carried.

FIRE DEPARTMENT
Eric Montagne, 595 Burns Road Fire Bill Appeal Letter
Presented his case regarding the fire bill he is appealing.
Discussion.
Usakowski motioned to reduce the fire bill to $1,106.00 to cover fine and personnel costs supported by Wrubel.
ROLL CALL VOTE: YES: Usakowski and Wrubel. NO: Hoffman, Deland and Nelson. ABSENT: Jackson and Ward. (2-3-2) Motion Denied.
Hoffman motioned to reduce the fire bill to $500 supported by Deland.
ROLL CALL VOTE: YES: Hoffman, Deland, and Nelson. NO: Usakowski and Wrubel. ABSENT: Jackson and Ward. (3-2-2) Motion Carried.
Montagne does not want to pursuit reinstatement of Burn Permit.

NEW BUSINESS
- ARPA
Discussion regarding possible draw back on unused ARPA Fund. MTA advised it would not affect ARPA funding for locally distributed funds, only Federal Funds. Continuing discussion. ARPA funds have to be committed and identified by 2024. Projects have to be finished by 2026.

AUDIENCE PARTICIPATION
Fishing Derby is Saturday, June 10 from 8 a.m. until 12 noon at Howard Street Park/Pond.
XI. OFFICERS REPORT
- Supervisor Usakowski
Re-submitting the SPARK Grant for Sutherland Park.
There was a discussion between Culvers and an assistant assisted living project about the wet lands and water detention on Range Road.
Discussion.
There is a burn ban in place for Kimball Township until June 14th.
Thank you to the fire department for putting up the Blue Water Fallen Hero banners up here and at the Fire Department.

The DPW Certification test is in November for all four workers.
Received a correspondent from the Liquor Control on the Pioneer Restaurant to transfer their liquor license over to Pine Valley Management. No action is required. This is for informational purposes.
We have an election coming on August 8 for the Port Huron Area School District.
Wales Township has opted out and we will be handling their election.
The roof at the old school is in need of new gutters and we will have bids going out for it.
There was a large water main break at the airport last week at Wills and Garfield. We lost approximately 180,000 gallons of water. The DPW is getting bids for that corner.
I will not be at the next meeting, as I will be attending a Cemetery Conference.
We put 17 ordinance flags out at the cemetery on gravesites regarding bushes, fences and other decoration violations. Ten people have responded and were really nice about it and are making corrections.

Are they going to put chloride on Allen Road? It is particularly bad.
We really need to do something about this fire ordinance.
Usakowski: Discussion on water issues.
Deland: Is the overhang ever going to get fixed?
Usakowski: Yes, we are getting bids on replace the roofs on the pavilions at the park and will look into the overhang too.

The St. Clair County GOP had a group of people there that were part of the St. Clair County LOCUS Standing Investigation and are looking into the past history of the voting.
