OPEN MEETING WITH THE PLEDGE OF ALLEGIANCE at 6:30PM   

ROLL CALL OF OFFICERS:   Supervisor Usakowski, Treasurer Jackson, Clerk Wrubel, Trustee Bowen, Trustee Deland, Trustee Lokers, Trustee Reilly

ABSENT:   None

ALSO PRESENT: Michele Erdman-Deputy Clerk

Motion to Approve the Agenda as published, by Trustee Deland.  Seconded by Trustee Reilly.  Absent: None.  All were in favor.  Motion Carried. 

Motion to Approve the Minutes as amended, by Trustee Deland.  Seconded by Trustee Bowen.  Absent: None.  All were in favor.  Motion Carried.

Motion to approve the Consent Agenda made by Treasurer Jackson, in the amount   of $199,910.20 pay the bills and file. Supported by Clerk Wrubel.

Motion to receive and file the Boards and Commissions minutes made by Clerk Wrubel.  Support by: Trustee Lokers.  Absent: None.  All were in favor, motion carried. 

• Jane Warsinske: Wanted to discuss the proposed industrial park, said she is against it.  She showed the board and attendees pictures of wildlife.  She stated the wildlife will be affected by the change and asked where they will go.  It’s affecting us and it is affecting them.

• Jacquie Hilgendorf:  Also wants to discuss the proposed industrial park.  She questioned the Tax Revenue the Township would get from the property owner and businesses going there.  Would they be exempted? Will any businesses going in receive any tax breaks or deals?  How much will that affect the Tax Revenue the Township has said it will earn?  Supervisor Usakowski said at this time no one has asked about tax breaks, and all tax breaks would have to be brought before and approved by a board. 

• Robert Orietz: Stated he was against the industrial park project.  He said he was also concerned about a For Sale sign Hammer put up for properties located behind his residence.  He was told by a realtor that residents couldn’t purchase the property.  Supervisor Usakowski said anyone can buy any land for sale.  Mr. Orietz asked if each resident purchased the parcels, could they avoid landlocking the parcels by adding them to their existing property.  Supervisor Usakowski stated combining and splitting property is not under Township control.  It is controlled by the State of Michigan and their regulations.  Mr. Orietz said he felt like he was getting the runaround.  Supervisor Usakowski explained he was not giving anyone the runaround, but the State of Michigan regulates the splitting and combining of properties, the Township has to follow their guidelines.  Supervisor Usakowski invited the resident to come into the office and discuss any questions he may have further.

Motion to approve and accept the $6500 offer for the 1995 Freightliner truck with payment of cash or cashier’s check, made by Trustee Deland.  Supported by Trustee Reilly.

Motion to accept the Blue Water Jeep Owners Club Firearm Raffle for 2026, the resolution for Charitable Gaming License.  Motion made by Clerk Wrubel.  Supported by: Trustee Bowen.

Clerk Wrubel applied for the grant for Scrap Tire Cleanup and we got it.  The amount will give us 4 Semi Trailers to use for tires.  We are going to split it up over our Fall and Summer cleanup.  Two trailers for Spring Cleanup and two for Fall Cleanup.  This will give people a chance to get rid of their tires.  Clerk Wrubel said Deputy Clerk Erdman did the work for the grant as well. 

Supervisor Usakowksi stated ditching needs to be done on Dove Rd. west of Sturdevant.  About 2600 ft of ditching, replace 10 driveway culverts.  Total cost is $22,000.  We have money in our road budget.  Trustee Deland asked if we’d be paying for the culverts for the residents.  Supervisor Usakowski said yes, it’s part of the project costs listed.

Motion to approve the agreement with the Road Commission to ditch Dove Rd. west of Sturdevant for $22,000 made by Supervisor Usakowski.  Supported by: Trustee Deland.

• Cindy Stiers said the speed limit on Allen Rd needs to be adjusted or the sign needs to be changed.  The speed limit on Allen is 45 miles per hour, from Ravenswood to Griswold.  She stated her GPS says it’s 25 miles per hour.  She said to fix it. She said it should be changed for the safety of the kids.  She also stated that the intended property where they want to build the industrial park, there needs to be a wall on their side.  She said we don’t want the noise or the near-do well’s.   

1. Supervisor Usakowski

• Explained what’s going on with the conditional rezoning request; affects 6 parcels Explained what conditional rezoning is.  There will be a special meeting on August 5^th, for the opportunity to comment on this issue again.
• Explained Deputy Erdman has done a good job detailing out the comments from previous meetings and he would encourage you to look at all the concerns of the public previously discussed in meetings.  The Planning Commission made a recommendation to approve it.  Now the board needs to decide whether to approve or deny it, based on the information. 
• He also recommended to the room, to take part in the Master Plan process, which sets out where certain things are allowed and not allowed to be built. 
• Will not be at the next meeting, will be at the County Fair. 

2. Clerk Wrubel 

• Elections are going well.  Early voting starts July 23^rd.  We have 1,700 absentee ballots out and over 220 back already. 
• The library air conditioner came in today and the DPW should have installed that. 
• DPW is working on annual maintenance, cleaning out the pump stations.  
• No meeting August 4^th due to Elections.  It will be held on the 5^th. 

3. Treasurer Jackson   

Tax Bills are ready and will be mailed soon.  Residents can come in and pay them now. 

Reviewed Financials with an explanation of what each account represented.

4. Trustee Deland   

• Trustee Deland asked Treasurer Jackson how much of the Tax money we keep in the Township.  We will collect approximately 11 million dollars from Kimball Township residents.  The Township itself will get about $200,000 plus $100,000 in administration fee for collecting it.  Our funding comes from the state, revenue sharing, permits, etc.    Trustee Deland mentioned these administration fees pay for our Assessor and Assistant Assessor. 
• Trustee Deland also requested we put as much information as possible online, because there is a lot of misinformation out there.  It’s all been public, but it’s being treated as if it’s a conspiracy to plan behind people’s backs. Supervisor Usakowski explained the property that has been talked about, has been for sale for approximately 16-17 years and numerous projects were pitched for that land.  Now that it has been purchased, we have had to follow specific guidelines such as public notices, and they were published in the newspaper and in other places.  Supervisor Usakowski said he will continue to work on keeping the website updated.

7. Trustee Lokers   

• Trustee Lokers made a point for residents to contact local legislature about financial responsibilities.  He said you want to talk about waste, look at your legislature and hold them accountable.  Hats of to Joe Pavlov for being very involved and informed. 
• Trustee Lokers brought up the Taylor Rd. issues with Torello’s that were discussed during previous board meetings.  He said I’ve been driving it, and have been able to drive on the road, see the lines on the road; he’s been keeping it clean.  EGLE was out last week, and they are keeping an on things there.

Trustee Bowen made a motion to adjourn at 7:20 p.m. Supported by Trustee Reilly.  All were in favor.  Motion carried.
