REGULAR MEETING

JULY 05, 2022

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Hoffman and Nelson.

 

ABSENT: Deland and Ward.

 

  1. APPROVAL OF AGENDA

    Wrubel motioned to approve the agenda as presented supported by Jackson.

    Motion Carried.

 

  1. PRESENTATION OF MINUTES FOR JUNE 21, 2022

    Wrubel motioned to approve the minutes for June 21, 2022 as presented supported by Hoffman. Motion Carried.

    

III.    CONSENT AGENDA AND COMMUNICATIONS

  1. Revenue & Expenditure Report for Period Ending 06/30/2022

Wrubel motioned to approve the disbursement of $110,384.66 to pay the bills and file supported by Jackson.

 

ROLL CALL VOTE: YES: Wrubel, Jackson, Hoffman, Nelson and Usakowski.

NO: None. ABSENT: Deland and Ward. (5-0-2) Motion Carried.

Hoffman motioned to receive and file the Boards and Commissions supported by Jackson. Motion Carried.

    McCollum: Questioned about Tetra Tech and Allen Road.

  1. OLD BUSINESS
  2. St. Clair County Road Commission: Sparling Road Crossroad Culvert

Road Commission bid out reconstruction and will coordinate with work crew.

 

Usakowski motioned to approve the Crossroad Culvert for $6,200.00 on Sparling Road supported by Jackson.

 

ROLL CALL VOTE: YES: Usakowski, Jackson, Nelson, Hoffman and Wrubel. NO: None. ABSENT: Deland and Ward. (5-0-2) Motion Carried.

 

  1. NEW BUSINESS
    1. Michigan Township Association (MTA) Dues Renewal

    Nelson asked about Legal Defense Fund contribution option. MTA would assist townships with legal funding with state wide implications.

     

    Discussion.

     

    Jackson motioned to approve the $7,928.53 for the MTA Dues Renewal supported by Wrubel.

     

    ROLL CALL VOTE: YES: Jackson, Wrubel, Usakowski, Hoffman and Nelson.

    NO: None. ABSENT: Deland and Ward. (5-0-2) Motion Carried.

     

    1. Motion of Order to Dismiss Civil Infractions

    The court wants an employee of the township to be filing small claims items not a contractor. The court would like us to close and clean up older cases that are uncollectable. Most of them are six years and older.

     

    Discussion.

     

    Nelson motioned to approve the dismissal of the balance of $2,359.00 in fines supported by Jackson.

     

    ROLL CALL VOTE: YES: Nelson, Jackson, Usakowski, Wrubel and Hoffman.

    NO: None. ABSENT: Deland and Ward.

IX.    OFFICERS REPORT

  1. Supervisor Usakowski

Concerned about the Marijuana Ordinance. It has been a year since we put a Moratorium on it. We’ve spent thousands of dollars of legal fees from sending it back to the lawyer.

Nelson discussed the Medical Marijuana Ordinance at the recent Planning Commission meeting. Questions including zoning, Home Occupation, square footage, yearly inspections, etc.

 

Discussion.

 

Usakowski: We really need to get an Ordinance in place.

 

Usakowski: We may be doing a couple of shows on Blue Water Healthy Living with an open forum and guest.

 

Elections are coming up and there are a lot of important issues on the ballot.

 

I will be at the St. Clair County 4H Fair from July 18th to the 23rd.

 

  1. Clerk Wrubel

The blacktop has been finished at the Township Hall, DPW, Fire Department and cemetery.

 

SCADA was out today to raise the poles for Range, Smiths Creek, Pickford and Allen Roads to help with reception.

 

The DPW should be done at the airport with the manholes soon.

 

Absentee ballots are coming in. The voter registration cards that we sent out have been a great tool in updating our Voter Records.

 

Recommend closing the office on August 2 for Election Day.

 

Usakowski agrees too.

 

  1. Treasurer Jackson

Inquired about Deputy Wages.

 

Usakowski: We should wait a little bit longer.

 

Jackson gave the financial review of accounts.

 

  1. Trustee Hoffman

No report.

Absent.

 

 

 

  1. Trustee Nelson

The Sheriff’s office called back about the tannerite and he said that tannerite was not an issue in Kimball Township.

Absent.

    Wrubel motioned to adjourn the meeting at 7:16 p.m. supported by Jackson.

    Motion Carried.
