Barrett opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

III. APPROVAL OF AGENDA – Motion to approve Agenda made by Barrett, supported by Tuttle

IV. Approval of the Minutes: Barrett made a motion to postpone approval of June 25, 2024 minutes as to speak with recording secretary about redoing them. Support by Tuttle.

A. Master Plan Review:
Mr. Orr asked about the 5 questions that had been brought up in a previous meeting by Mr. Barrett.
First question was “Why is there no commercial south of Griswold” in master plan? Suspected reason was a change in sewer map.
Barrett: Nursing home on Smiths Creek and Wadhams down to Griswold has no sewer/water and is zoned commercial and industrial. Donaldson responded that there was “no rule that commercial needed to be stopped just because no water/sewer available.
Donaldson stated future development area in reg to zoning has not been prepared.
Second Question: Preserve or evolve to commercial in area of development along Wadhams corridor? Is Kimball Twp getting requests for rezoning this area? If not maybe no need to develop Wadhams Rd corridor. Recommendation to “Leave it be”
Discussion on Northwest side of railroad on Wadhams road. Erickson stated that there is interest in the property by the current owner of property. It is zoned Ag Business, but the business on the North side is used as commercial. Discussion on said property. No decision made.
Draft of Master Plan would take about 30 days. Must be reviewed for 60 days with a public hearing. If started now, may be done around New Year.
Website has no proposed Master Plan on it.
Ray Campbell of 299 Eileen Ave, Kimball twp spoke during public comment. He asked for a copy of Master Plan. Asked if there was one available as he thought there was no master plan for 17 years. He was told the only one is the proposed Plan and that it was not ready for review yet.
Board asked Mr. Donaldson for a timeline and rebooting (bullet points) of Master Plan at next month’s meeting. With review TBD at that time. Must also be sent to all neighboring communities for public review for 63 days. Mr. Donaldson also stated that his contract is still good.
A&W sign- Project control does not do zoning in regards to signs.
Sign meets requirements off right of way by 1 ft. Other sign (by Larmar Signs) is actually closer to the road. C1 zone on Wadhams. C2 125 ft from center of Rd.
Barrett Made Motion to receive sign report and proposal from A&W on file. Hoffman supported the motion.

Update on Sign Ordinance
John Monte will not do review with sight plan. Tetra Tech is swamped.
We have been informed the current reviewer no doing signs.
Update from Bill Orr on ZBA:
ZBA approved a temp dwelling on Lapeer.
Neil Erickson: Preconstruction meeting for a honey farm on Burns rd. TetraTech to oversee.
