REGULAR MEETING
July 22, 2025
6:30 P.M.
Orr opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Orr, Lokers, Barrett, Miller, Tuttle, and Howard.
ABSENT: Henry.
APPROVAL OF AGENDA
Barrett motioned to approve the agenda as presented supported by Tuttle.
Motion Carried.
- APPROVAL OF THE MINUTES for JUNE 24, 2025
Barrett motioned to approve the minutes of June 24, 2025, meeting supported by Tuttle. Motion carried.
- NEW BUSINESS
- Property located at: 1350 Pine River Road- Kenne – Communication from Animal Control on this case.
Orr stated that we have no control over what the county agreed with. We need to let her deal with the county, and we are done with it.
Barrett motioned to receive and file the correspondence from St. Clair County Animal Control regarding 1350 N. Pine River Road and kennel license received by director Miller supported by Lokers. Motion Carried.
- ADKINS MEADOWS – Final Approval, PCE Communication
Neil Erickson explained the letter from PCE says the maintenance agreement is not necessary until the final.
Condition to the final storm water detention basin maintenance agreement will be required as part of the engineering review process.
Barrett motioned to approve the final site plan of Adkins Meadows per article X-15 20.1510 supported by Howard.
ROLL CALL VOTE: YES: Howard. NO: Barrett, Orr, Lokers, Miller and Tuttle. ABSENT: Henry. (1-5-1) Motioned denied.
Barrett motioned to receive and file the letter of July 14, 2025, from PCE Communications regarding Adkins Meadows Site Plan and placed into the Site Plan file supported by Tuttle. Motion Carried.
- SPARLINGVILLE BAPTIST CHURCH – PCE Communication
Barrett questioned if there are calculations on the drawing and if they have been reviewed?
Steve Whitican: There are calculations on the drawing and have been on the drawings since April 2024. It has been brought to our attention that we need this letter from them.
Barrett: Who is them?
Whitican: PCE. We will put this in a letter for PCE that will be readable in hopes that they will read them.
Barrett: Neil, in respects to you, regarding the minutes that we just approved, it states Erickson explained that the engineer site plan did show the retention pond in the back, but the calculations are incorrect.
Erickson: That is what PCE stated in the minutes.
Whitican: I would be glad to pay for a third-party engineer that is more legitimate.
Barrett asked if there are other engineers that the township has used and will approve? Is Tetra Tech available?
Neil: They are.
Wrubel: BMJ are available also.
Discussion.
Barrett motioned to request a final site plan approval for Sparlingville Baptist Church to be postponed until next month and request the township to use BMJ Engineering Tetra Tech to complete the necessary final review for our approval supported by Tuttle. Motion Carried.
Barrett motioned regarding the site plan associated with the Sparlingville Baptist Church due to its status that the building official may at their discretion issue them a partial building permit for footings supported by Howard. Motion Carried.

- MASTER PLAN – Development Focus District (DF) definition for Kimball Township
Barret motioned to bring this back to the next meeting supported by Tuttle.
Motion Carried.

Brandon Recks gave an update on how the clean-up is going at his property.

Went to the County Health Meeting.
Barrett would like to revisit the adoption of the meeting minutes with the amendment to page 4, section B, second line and add to words “per PCE” supported by Tuttle. Motion Carried.
