REGULAR MEETING

JULY 18, 2023

6:30 P.M.

Wrubel opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

Deland motioned to elect Wrubel to chair the meeting supported by Nelson.

Motion Carried.

ROLL CALL OF OFFICERS: Jackson, Wrubel, Deland and Nelson.

 

ABSENT: Usakowski, Hoffman and Ward.

    Deland motioned to approve the agenda as presented supported by Jackson.

    Motion Carried.

 

  1. PRESENTATION OF MINUTES FOR JUNE 20, 2023 & JULY 5, 2023

    Wrubel: I was at a Cemetery Conference for the June 20, 2023 meeting. Also on page 7 under Public Comment, it should say “Legislation just approved more money is available.”

     

    Deland motioned to approve the minutes for June 20, 2023 and July 5, 2023 as amended supported by Nelson. Motion Carried.

Deland questioned about the Carl’s Septic charges and if that was for a weekly service or a monthly service.

 

Carwyn explained that it is a monthly charge for the portable bathrooms but they are cleaning them every week.

Deland: Why are the restrooms not open?

Wrubel: They are open during the day.

Wrubel: We have a total distribution of $197,998.78, what is the pleasure of the board?

Jackson motioned to approve the consent agenda and communications and to distribute $197,998.78 to pay the bills supported by Nelson.

Deland motioned to receive and file boards and commissions minutes supported by Jackson. Motion Carried.

 

  1. PUBLIC COMMENT (Brief Comments)

    Kelly Green, 2488 Allen Road: Questioned about the cemetery rules.

 

Wrubel explained that the rules for the cemetery are posted on a sign at the front of the cemetery. The reason for the letters is for the grass cutter. We are giving you all a year to change it.

 

Green: If he didn’t have such a big riding lawnmower it might be a bit easier.

 

Discussion.

 

Wrubel: The newsletter that we print always has the cemetery information in it.

We are trying to improve the looks of the cemetery.

 

Green: Suggested having a restroom put in out at the cemetery and more trash cans.

 

Wrubel: We are looking at putting in another pump towards the back. There used to be a bathroom behind the garage but it was getting destroyed. The Cemetery Board is looking into the area where the moat was to level it out and seed it for grass plus put gravel in for a parking area. We will look into putting more trash cans out there. I do appreciate your suggestions.

 

Shelly Gilbert suggested getting a mulching kit for the lawnmower. It keeps the debris from shooting out from underneath.

 

Jackson mentioned that our cemetery is much better looking than most that he has seen.

 

Diana Nielsen, 5212 Griswold Road: I am on the Cemetery Committee and we have been working for months to improve the Caswell Cemetery. It is nice to have you here so we can get your feedback. We have a Cemetery Board meeting on the second Wednesday of every month at 10 a.m. and would love to have you there to give us more feedback.

The property in the back of the cemetery needs to be graded and seeded. The DPW said they can do the seeding. The seeding would cost $800.

 

Deland asked about the landscaping rake.

 

Discussion.

 

Wrubel: We have a bid for Phillip Johnston Excavating out of Croswell for $3,200 and one from Gillette Excavating from North Street for $3,600.

 

Deland motioned to approve the bid from Phillip Johnston Excavating for $3,200 supported by Jackson.

 

ROLL CALL VOTE: YES: Deland, Jackson, Nelson and Wrubel. NO: None.

ABSENT: Usakowski, Hoffman and Ward. (4-0-3) Motion Carried.

 

Deland motioned to approve the purchase of grass seed not to exceed $800 supported by Jackson.

Wrubel mentioned that the roof on the library needs to be repaired. Cal said that he could fix it and he will fix the Smiths Creek Hall also. It will cost under $500.

Taxes are coming in.

Is Culver’s back on?

 

Nelson: They got the approval to move forward were back in as far as discussion due to being able to share the detention pond.

 

Deland: We had talked about fixing that road and I didn’t know if we had spent that money somewhere else.

 

Carwyn answered the question.

 

Deland: Who is responsible for trees growing in ditches?

 

Wrubel: Call the County Road Commission.

 

  1. Trustee Nelson

The ZBA gave the Dollar Tree a variance for parking allowed with stipulations.

 

  1. Trustee Ward

Absent.

 

Green: Wants to know about fixing the Sutherland Park for Special Needs people who want to fish and be able to sit on the dock.

 

Discussion.

 

Gilbert: The handicap swing needs to be fixed so it isn’t sitting on the ground. We also need more handicap accessible items over there. These things need to be ADA Compliant. In order to get grants, we need to spend money on the parks in order to get any grants.

 

Nelson: We need to get the docks fixed now. Why don’t we focus on the docks because it is something we can address now and then address the other things later when we can?

 

Wrubel: We are getting bids right now on the pavilions.

 

Gilbert mentioned to stop giving the $25 back for residents pavilion rental. It should be $50 to rent for everyone and give the residents a refund of $25.

 

We have Parks Committee Meetings at 6:30 p.m. on the first Thursday of every month and could use more people involved. It is held here at the township office.
