Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Deland, Lokers and Reilly.
ABSENT: Bowen.
- APPROVAL OF AGENDA
Reilly motioned to approve the agenda as presented supported by Lokers.
Motion Carried.
- PRESENTATION OF MINUTES OF JUNE 17, 2025
Deland motioned to approve the minutes of June 17, 2025, as presented supported by Jackson. Motion Carried.
III. CONSENT AGENDA AND COMMUNICATIONS
- Check Register from 06/17/2025 – 06/27/2025.
- Revenue & Expenditure Report for Period Ending 06/30/2025.
Usakowski mentioned that we have $1,222,487.48 for distributions.
Jackson motioned to receive and file and pay the bills totaling $122,487.48 supported by Reilly.
ROLL CALL VOTE: YES: Jackson, Reilly, Usakowski, Wrubel, Deland, and Lokers.
NO: None. ABSENT: Bowen (6-0-1) Motion Carried.

Deland motioned to receive and file boards and commissions as presented supported by Reilly. Motion Carried.
- PUBLIC COMMENT (Brief Comments)
Amelia Swarts, G. Lynn Campbell Library New Branch Lead
Ms. Swarts from the G. Lynn Cambell Library came to introduce herself as the new branch lead at the library.
Shawn Cabott, Pastor at New Beginnings Apostolic Church came to talk about the accusations that someone posted on Facebook. I have been a part of this community for 20 years and he emphasized the church’s commitment to safety and security. They have security measures and cameras throughout the building.

- Application for Employment
- Vic Edward Gipson
Gratz would like to hire Mr. Gipson for the fire department’s Station 2 and explained the experience that he comes with.
Deland motioned to approve the hiring of Mr. Gipson to the fire department supported by Reilly. Motion Carried.
Deland questioned about the construction progress.
Gratz responded that the progress is going well. Next month we will need to come before the board with purchasing needs.
- OLD BUSINESS
- Blight Discussion
Usakowski introduced updated definitions for bright. Existing ordinance lacked sufficient coverage. 179 blight cases have been closed.
- NEW BUSINESS
None.
- AUDIENCE PARTICIPATION
Kelly Tucker, 235 Range Road: She purchased Art Manchester property and then her husband lost his job. The Tuckers were reported to Animal Control. Melissa Miller from Animal Control came to check the animals and she requested a signature to take the animals.
Kelly Tucker’s husband claimed there was a misunderstanding about taking all the animals. Miller threatened jail time if animals were not confiscated.
Usakowski stated that the board has no control over the situation but recommended that Mr. Tucker bring her concerns to the County Board of Commissioners.

Email from Diana Ward: Ages 11 & 12 won and are going to state competitions. Other age groups are also involved.
Junk yard cleanup is progressing.
Railroad improvements noted.

Water reports have been distributed.
Election ballots have been sent out and are being returned.

Jackson presented the financial report.

Election ADA Grant: $10,000.00 award approval
Deland motioned to approve the Election ADA Grant supported by Reilly.
Motion Carried.
Reminder that the 4-H Fair is coming up this month.
