ROLL CALL OF MEMBERS: 

Present: Orr, Barrett, Tuttle, Miller

Absent: Henry, Howard, Lokers

 

Meeting was called to order at 6:30 p.m. by Chairman Orr.

 

  1. APPROVAL OF AGENDA 

Under 3C.) for Atkins Meadows, please remove Teltow next to the name

Under Old Business for B.) Add Burma Rd Pond update and C.) Lapeer Rd Pond update

 

Motion to approve the agenda with the corrections stated above was made by Barrett and supported by Orr. All were in favor. Motion Carried.

 

  1. APPROVAL OF THE MINUTES:October 28, 2025 

Barrett asked to change word, acclimation bond, to reclamation bond. -Noted

 

Tuttle made a motion to approve Oct. 28, 2025, minutes with the corrections as noted. Barrett supported the motion as amended. All were in favor. Motion Carried.

 

  1. NEW BUSINESS 
  1. Timber Meadows – Pro-Tel Development, Inc.                 

                74-25-014-1004-000 

Final Site Plan Approval 

 

Bernie Teltow came to speak on Timber Meadows. Stated that he would like Final approval so that he can begin to plan for Phase 1 of 5 phases.

 

Barrett and Orr had concerns about the timeline to complete these phases. Tuttle stated that it would be unfair to put timelines on a building project.

 

Discussion with the Zoning Administrator, Mr. Erickson, over cell phone. Mr. Erickson suggested that there be tentative approval and come back with progress after 1 year. However, as Mr. Barrett pointed out, there is already tentative approval. More discussion.

 

Motion made by Tuttle to approve final site plan for Timber meadows as dated January 12, 2026, with the condition that a PCE review letter is received and filed that meets all conditions of township ordinances general and zoning and township policies and procedures. Supported by Barrett. Roll Call vote:

Yes: Tuttle, Barrett, Orr, and Miller

No: None

Motion passes.

 

Motion made by Barrett to place the PCE letter as received by the township on the February PC Agenda. Supported by Tuttle. All were in favor. Motion Carried.

Discussion

By Laws and Maintenance agreements will be in the board packet at next meeting. Waiting on sewer tentative approval from the township before they move forward. Atkins Meadows will be in attendance in February.

 

 Barrett moved to postpone SSK 2025 – Folski, until February. Supported by Tuttle. All were in favor, motion carried.

 

**NOTE: Has to do with sewer connection on Allen Rd and the Township Special Assessment Project.

 

Barrett moved to postpone Atkins Meadows to the February commission with **NOTE: By laws and Maintenance agreements to be included. Tuttle Supported. All were in favor. Motion carried.

  1. Kimball Township Development Focus District Definition 

Barrett moved to postpone and place on February agenda.

 

Barrett moved to postpone and place on February agenda the Lapeer Rd pond, Burma Rd pond, and Sparlingville Baptist Church project. Supported by Miller. All were in favor, motion carried.

 

Deputy Clerk, Erdman, stated that the Lapeer Rd pond has been inspected and finished. She will make sure there is information in the February packet with this update. No info on the Burma pond, but will contact the owner for an update.

 Barrett suggested a Now You Know zoning training on MTA for the board to listen to. Will try to send to Deputy Erdman to pass along.
