Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Wrubel, Nelson and Ward.
Jackson arrived at 6:38 p.m.
ABSENT: Hoffman and Deland.

APPROVAL OF AGENDA
Ward motioned to approve the agenda as presented supported by Nelson.
Motion Carried.

PRESENTATION OF MINUTES FOR DECEMBER 20, 2022
Wrubel motioned to approve the minutes for December 20, 2022 as presented supported by Ward. Motion Carried.
III. CONSENT AGENDA AND COMMUNICATIONS

Check Register from 12/14/2022 to 12/27/2022
- Revenue & Expenditure Report for Period Ending 12/31/2022
Usakowski explained we have bills totaling $91,572.11.
Wrubel motioned to disburse $91,572.11 to pay the bills and file supported by Ward.
ROLL CALL VOTE: YES: Wrubel, Ward, Usakowski, Jackson and Nelson.
NO: None. ABSENT: Hoffman and Deland.

- OLD BUSINESS
- Medical Marijuana Ordinance
Usakowski motioned to postpone the discussion about the Medical Marijuana Ordinance supported by Nelson. Motion Carried.

NEW BUSINESS
- Resolution 2023-01
Usakowski tried to educate the board about general parliamentary rules our township use.
- Ordinance No. 179: An Ordinance to Impose a Moratorium
Usakowski spoke about a motion to adopt Ordinance NO. 179
Nelson asked Ward why she voted no to the marijuana ordinance.
Ward said she felt there didn’t need to be an ordinance.
Nelson explained why she voted no and it was because she felt she didn’t like the direction the ordinance was going and she wants the St. Clair County Sheriff Department to oversee enforcing the rules.
Usakowski tried to explain that the St. Clair County Sheriff Department will not recover our Township Ordinances now and relying on them to enforce the marijuana rules would not happen.

AUDIENCE PARTICIPATION
Nancy Crowe, Smiths Creek Road: said that Bill Leader, MTA President says that the marijuana places are already dying out and the police will not come out to enforce it.
X. OFFICERS REPORT
A. Supervisor Usakowski
We have two winners of the Christmas Lights displays.
Spoke about the Spark Grant.
Had Master Plan information.
Domtar Issue: Press release was re-issued. The Attorney General apologized to Kimball Township.
B.
Clerk Wrubel
Asked if anyone other than Wrubel, Usakowski and Jackson had taken any MTA online classes.
The next MTA Conference is in Traverse City on April 17 to the 20th.
Spoke about Sparlingville Bell getting reconditioned and hopefully we can find it a new home here in Kimball Township to display it.
