REGULAR MEETING MINUTES
FEBRUARY 25, 2025
6:30 P.M.
The meeting was called to order at 6:30pm with the Pledge of Allegiance by Mr. Orr
ROLL CALL OF MEMBERS:   PRESENT: Orr, Barrett, Tuttle, Howard, Lokers arrived within a couple of minutes of the open meeting.
ABSENT: Henry, Miller
Also Present: Neil Erickson-Building Inspector
APPROVAL OF AGENDA
Barrett motioned to approve the agenda with correction. Tuttle Seconded. All Yeas, Motion carried.
APPROVAL OF THE MINUTES: January 28, 2025
Barrett motioned to approve the January 28, 2025 minutes with corrections given to the deputy clerk. Seconded by Mr Howard. All yeas, Motion carried.
NEW BUSINESS
PBM Wireless-ATT Monopole 2830 Bartlett Site Plan #1
Bryan Monaghan spoke on Monopole, issues addressed by engineers are being addressed and Steve Carr has been in contact with the engineer and the project control. Asked if any changes made on site plan be contingent on administrative approval so they didn’t need to come back.
Barrett: Asked about Vegetation ordinance being met.
Carr: Yes, this will be addressed
Orr: if pole fell would it go across Bartlett rd?
Carr: Pole is designed to fall on itself
Access Drive: Mr. Carr addressed private drive. 14 foot wide gate per fire department request will be put in. Vegetation will be put in. Recorded Easement provided. The grading and Draining plan being created now, and will make that part of the condition of approval. Road commission has been contacted, application being sent in now. Waiting for a response from them. Erosion and sediment control permit. St. Clair county said they were not required to get permit via Health Department. Upon completion as built construction plans in Auto Cad drawings to be provided.
Barrett: Moved to approve Site Plans on the following conditions: Stated in the January 30th 2025 letter from PCE with the following clarifications, That it would be a 14 foot easement off Barth Rd for access by the Fire Department. Requirements: No Barbed wire on the fence and meeting the standard for vegetation for ordinance 20.406 number 6.
Carr: Asked for Clarification on the easement drive dimensions
Barrett: Clarification: Easement 20 foot wide and 12-foot access drive with a 14-foot gate at compound. Gate will not go out to the road. But it will be at the compound around the pole.
Amended Motion:
Moved to approve Site Plans on the following conditions: Stated in the January 30th, 2025, letter from PCE with the following clarifications, Easement 20 foot wide and 12 foot access drive off of Bartlett Rd. Requirements: No barbed wire on the fence and meeting the standard for vegetation per ordinance #20.406 number 6. Motion Supported by Mr. Tuttle.
Roll Call Vote: Barrett-yes, Tuttle-yes, Orr-yes, Howard-yes, Lokers-yes. Motion Carries.
Atkins Meadows
Scott Beaden speaks as an Agent on behalf of the Developer. Atkins Medows was a project designed on paper in 2008. A year ago, a developer was interested in the site subject to the previous plans being revised. New 20,000 Square foot lot size minimum. 91 lots. Developer out of SoHo, New York. Matt Meuller employed to do drawings to township specks of new requirements. Site Plan Preliminary Plan Review.
Orr: Questioned Water taps
Erickson: on Lapeer Rd. Plenty of taps. Over 400 taps on Lapeer rd.
Discussion on Preliminary plans.
OLD BUSINESS
Master Plan Review
63 Day review has begun.
AUDIENCE PARTICIPATION
      
Ray Campbell: Is seeking a Sewer Allocation map as well as a sanitary sewer policy to be publicly displayed for Planning Commission meetings. Concerned that the Sewer allocation is not being considered when new buildings are being built. Wants it to be managed.
Barrett spoke on Water and Sewer allocation and that the issue is larger than just twp. Maps may not be worth anything in the larger picture. Based on Districts and activities within districts.
Mr Campbell asked about the capacity of sewer
The Planning Commission directed Mr. Campbell to talk to the township board as it is an administrative issue and not solely the Planning Commission. If not the Township Board, the Township Supervisor. Also reassured Mr Campbell that the Planning Commission is aware of the issues at hand.

No ZBA Meeting in February

Asked if the twp has thought of monetizing the water tower.
