1. Anthony Paolella, Kimball Twp resident, Spoke on recent watermain break.
2. Eric Zobl, Kimball Twp resident, Spoke about Township Website
B. Public comments regarding desired improvements to the vacant land along the Black River – Parcel #1005-100 at North River Road and Atkins Road and to receive comments on the Board’s proposed intention to compete for Department of Natural Resources grants to assist with the improvements.
Supervisor Usakowski updated board and public about a Grant that is available and needs approval to apply for this DNR grant. Discussion took place.
DNR grant coming up, looking to include: Access to the site, parking lot, a pavilion, some Handicapped accessible spaces, Accessible walkway to get down there, and the canoe launch. Will have help applying for the grant. Grand need to make improvements to be useable.
Deland: How long is the purchase agreement good for?
Usakowski: the end of this calendar year
Lokers: Asked if the neighbors were contacted. Supervisor stated he did send a letter, no parting dividing the property anyway. (approved 3/03 /2026)
Reilly: I’ve spoken on this before, the idea of putting that down there. I think if anybody goes through that area, I’ve seen the way people park and have to walk through that way, you know, up there. I mean it’s a real hazard. To me, I think it’s going to be a real asset. I know the one at Port Huron Township did years ago is similar, but that thing is tremendous how many people use it. I think it will be really improved, I think that is excellent.

A. Administrative Office Staff
After 2 job offers being rejected, supervisor Usakowski asked if the board would like to reconsider Kimberly Allison again for the job.
Trustee Lokers asked if she was still available. Supervisor Usakowski stated that she would be available after giving her current job a two weeks’ notice.
Trustee Lokers made a motion to contact Kimberly Allison for the job of Administrative Assistant.
Trustee Bowen supported that motion.

- NEW BUSINESS
- FY 2026-27 Kimball Township Budget Summary
Supervisor Usakowski let the board and public know that there will be a budget hearing at the next meeting. If the board has any questions or concerns to please let him know now.
Deland questioned the amount of money we are spending for UHY and wants to have a spending limit on having them come in.
Treasurer Jackson made a comment about his concern that our bookkeeper is not reconciling on time and needs UHY to help reconcile.
Supervisor Usakowski and Treasurer Jackson spoke on the process.
- (RFP) Quotes for IT Service
Supervisor Usakowski spoke on the two responses back for IT Service.
Trustee Bowen asked if we can reach out to RESA for IT services. Supervisor Usakowski said in the past RESA was contacted.
Cluster Technology: $43,200/year
Global Solutions Group: $61,745/year
One located in Madison Heights one is out of State but with local sub-contractors.
Currently the old IT Right price is $13,600/year.
Trustee Deland asked if we asked other townships who they use for IT. Supervisor Usakowski stated he just put it on our website.
Supervisor Usakowski stated he will reach out and get more information.
- RESOLUTION 2026-01 (Resolution for Parks Public Hearing)
Hold a public hearing for the Grant Application for trust fund
Motion and support for RESOLUTION 2026-01 for the Parks Public Hearing was made by Clerk Wrubel.

- 2026 Little League Contract
Contract to give Little League first priority over the ball fields for their 2026 season.
Motion by Trustee Deland to approve 2026 Little League Contract. Support from Trustee Lokers. All were in favor. Motion Carried.

DNR Grants for Parks

Asked if posting went up for Library cleaning. Wants to get that wrapped up.

Today was the last day to pay taxes without interest. Interest stays in the township.

Atkins Road update?
Supervisor Usakowski stated that Atkins Road has been approved as a project this year.
- Trustee Lokers
Met with Clerk Wrubel and Mr. Erickson with Interstate Capital. Good meeting.
Supervisor Usakowski explained the letter stating Principles of Government, from MTA and how he would like to see the board sign this letter to place in our window. Asked for the board to each sign this paper if they don’t mind.
Karen Deland commented on a few Facebook posts she read how there were some residents who complained about being treated wrong during the boil water alert. Usakowski stated it is the policy to treat the residents with respect. Trustee Deland agreed that the treatment can go both ways. Usakowski stated he will talk to the office.
Treasurer Jackson stated he wanted to defend the office staff. This was in the height of the Tax Season, and the staff was down one person. Treasurer Jackson wanted to make a public statement:
My staff did a heck of a job this tax season.
I wanted to congratulate publicly the two building clerks who finished strong in collecting taxes. Shelly Gilbert, and Emily Mamps, thank you.
Dennis Harshman in the audience wanted to comment that he was treated with absolute respect in the middle of the phone calls coming in about the water issue while he was in the office. The staff were using their own cell phones to make phone calls because the phone lines went down from all the calls coming in and going out.
The Deputy Clerk stated that the office is only equipped to handle 8 lines at one time, when the calls came in we had about an hour of overuse of the phone lines. This had never happened and it was frustrating. That is why the use of cell phones to make calls were needed.
