Usakowski motioned to open the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Hoffman, Deland, Ward and Nelson.
ABSENT: None.

APPROVAL OF AGENDA
Wrubel motioned to approve the agenda as presented supported by Deland.
Motion Carried.

PRESENTATION OF MINUTES FOR JANUARY 17, 2023
Wrubel: Page 7, CCR needs to be spelled out “Consumer Confidence Report.”
Also, page 6 should read “Flags and More found a replacement flag for $500 and there is a $150 service charge also”.
Wrubel motioned to approve the minutes as amended supported by Nelson.

III. CONSENT AGENDA AND COMMUNICATIONS

Usakowski explained that we have $807,527.43 for disbursements and to file.
Jackson motioned to approve the consent agenda and to disburse $807,527.43 to pay the bills and file supported by Ward.

NEW BUSINESS
- Request from Planning Commission
Usakowski expressed concern that there is no clear definition of deliverable. There are 11 people who reviewed the plans. Did we get any price quote on it yet?
Nelson explained that she thought that Barrett had mentioned to not exceed $5,000.
- Request from Planning Commission
Wrubel explained that the board hadn’t reviewed the plans in advance and were confused.
Discussion.
Usakowski explained that everyone needs to go through the plans before the meeting to see what is being asked of the board.
Ward: Can we ask Barrett and Tuttle to come in to the next meeting and explain to us what they want done?
Usakowski: We can, yes.
Ward motioned to have someone from the Planning Commission to come in and explain why they want to allocate money to have some else look at this plan supported by Nelson. Motion Carried.
- Resolution NO. 2023-01: Resolution to Rescind Resolution 2021-12
Usakowski explained that this is the one to rescind the Medical Marijuana Ordinance that we had adopted. It was a Moratorium. There were no parameters in that Moratorium for the clearing of the resolution. We do need to rescind that since we adopted an ordinance.
Discussion.
Deland motioned to rescind Resolution 2021-12 supported by Jackson.

Resolution NO. 2023-02: To be used in connection with Service Structure Applications by Cities, Villages, Counties, and Townships
Jackson motioned to approve Resolution 2023-02 supported by Deland.
ROLL CALL VOTE: YES: Jackson, Deland, Ward, Hoffman, Usakowski, Wrubel and Nelson. NO: None. ABSENT: None. (7-0-0) Motion Carried.
- St. Clair County Medical Control Authority
Usakowski sent a letter and Gratz sent data to Medical Control Authority stating that we would like to keep doing what we are currently doing. They decided to ignore our decision and went with what they planned. Our recommendation is to be dispatched like before.
Wrubel motioned to approve to continue the way we are supported by Ward.
Motion Carried.
- Request for Proposals of Qualifications for Professional Engineering Services
Usakowski suggested that we have the engineers come in and do a presentation so we can see what they can offer. We can then post for that on February 22 and it would be due back by March 29 to open. They are sealed bids. We would discuss it on April 4 and do interviews at that time.
Deland motioned to issue a RFP for Professional Engineering Services supported by Ward. Motion Carried.
- Request for Proposals of Auditing Services
Usakowski explained that the former auditors have been very thorough, but we need RFP every 3-5 years.
Deland motioned to approve the RFP for Auditing Services supported by Ward.

X. OFFICERS REPORT
- Supervisor Usakowski
Consumer Confidence Report: We received a letter from the City of Port Huron regarding fluoride. The incident happened over a year ago. There are certain levels of fluoride that is allowed. For one day it went from 2.0 to 2.05. We weren’t notified until a year later. This has to go into the Consumer Confidence Report.
- Clerk Wrubel
The Friends of the Library would like to put a new sign up in front of the library. It will have lights and be about the same size as the old one.
I have two bids for the maintenance for our heating and air conditioning work on the township building. I have bids from Dependable and Superior and there is a big difference between the two.
Discussion.
Deland motioned to have Superior Heating and Plumbing do the maintenance on the township building supported by Jackson.

Carwyn has requested to join the union.
The board agreed.
- Treasurer Jackson
We changed banks to Eastern Michigan Bank. Funds are currently being transferred between banks.
Jackson mentioned that we have issues with the water rates depreciation. I did a 6.6% increase on everything, (just a suggestion) and I was still 7% short of the money to cover everything. We need to cut the cost of operations.

The Planning Commission is still working on Solar Panel Alternative Energy Ordinance. There are quite a few residents interested in it.
- Trustee Ward
Baseball Registration is tonight at the Fire Department until 8 p.m. We started practicing out in Clyde indoors at Grace Lake Church.
