Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Ward, Sturdevant, Wrubel, Jackson and Usakowski.
ABSENT: Hoffman and Deland.
ALSO PRESENT: Chief Gratz, Kimball Township Fire Department.

APPROVAL OF AGENDA
Wrubel: Add Resolution 2022-03 Poverty Guidelines under New Business C. and add D. under new business, Roofing for Pump Station.
Sturdevant motioned to approve the agenda as amended supported by Ward.

Sturdevant motioned to approve the minutes from January 18, 2022 as presented supported by Jackson. Motion Carried.

Wrubel motioned to disburse the amount $288,833.00 to pay the bills supported by Ward.

- Fire Bill Appeal #21-902 – Linda Emig
Linda Emig, 7139 Main St.: She states that she lives in poverty and can’t afford this bill. It destroyed her chicken coop. It was not her fault.
Jackson: Was there any loss of lives to any chickens?
Emig: No.
Jackson: Did you have insurance on the out building.
Emig: Yes.
Wrubel: Did you turn this into your insurance company?
Emig: Yes.
Wrubel: How much did they pay on it?
Emig: $3,900.00. I used that for the inside of the house.
Jackson: The Township doesn’t have a millage for the fire department.
Discussion.
Wrubel motioned to leave the fire bill as is supported by Usakowski.
ROLL CALL VOTE: YES: Wrubel, Usakowski, Jackson, Sturdevant and Ward.
NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.
Emig: Gas from the dump is horrible. I called the dump and the fire department.
Usakowski: I had a conversation with Matt Williams regarding that issue. We will contact them tomorrow.
- Preliminary Budget for 2022 – 2023
Usakowski: I’m having trouble printing the budget out. I will try and print it tomorrow and put it in your mail boxes. We will schedule a workshop in the next two weeks or so.
- Resolution 2022-03: Poverty Guidelines for 2022
Sturdevant motioned to approve Resolution 2022-03: Poverty Guidelines for 2022 supported by Jackson.
ROLL CALL VOTE: YES: Sturdevant, Jackson, Usakowski, Wrubel and Ward.
NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.
- Roofing: Pump Station
Wrubel: I received three bids. Tri-Star is with a flat roof and if they have to do a pitched roof it would be doubled. $20,000.00 for a flat roof with a 20 year warranty.
Mortimer has the material that we will require at a cost of $23,000.00 9,618.99.
David Reid’s labor would be $10,206.00 plus material for a pitched roof
Hyde’s Contracting’s labor would be $12,000.00 plus material for a pitched roof.
Discussion.
Wrubel motioned to approve the bid from Hyde Contracting using Mortimer’s for material for the pitched roof at the Pump Station at a cost of $21,618.99 supported by Ward.

NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.
Wrubel motioned to rescind the motion supported by Ward. Motion Carried.

Wrubel motioned to approve the bid from Hyde Contracting using Mortimer’s for material for the pitched roof at the Pump Station at a cost up to of $23,000.00 supported by Ward.

NO: None. ABSENT: Hoffman and Deland. (5-0-2) Motion Carried.

XI. OFFICERS REPORT
- Supervisor Usakowski
The county is putting in another round about at Abbotsford and Lapeer Roads.
The state bumped our AMAR review up a year.
CARES Act: I sent out an email to Clerk Wrubel knowing what is going on with Lost Revenue.
Discussion regarding Lost Revenue (unrestricted). If we didn’t want to calculate it we could use $10,000,000.00 as your Lost Revenue.

Talked to Dave Lewandowski and Philip Porty from BMJ and they would like to come in and meet with us about giving us a second bid for Allen Road.

There is a fish fry this Friday at the American Legion take out only. Going to try and do breakfast next Sunday at the Masonic Lodge.
My thoughts on the Covid money, I think that we need to address the sewer issue with this new development on Range Road. Everything that they are building is going to end up going through the Allen Road Lift Station. Honestly I think that we are at capacity already. I don’t think that we should allow them to build anymore. We should put a stop on that site plan.
Usakowski: We need to put in a force main maybe, which I think is the answer.

Registration for Little League will happen from 10 to 12 noon on Saturday, February 5, 2022 at the fire department. Could we put something on the electronic sign out front to visit our Facebook page? We will have it on our website until April 1st.
