Trustee Bowen questioned several Chase Card charges over $500 that appeared to lack prior Board approval. Clerk Wrubel recommended that Trustee Bowen come into the office to review the purchases and determine whether preapprovals have already been granted.

Supervisor Usakowski stated that the Township will post the Planning Commission vacancy created by Stephen Howard’s resignation.

Trustee Deland noted that the Rattle Run bridge project is expected to exceed the budget by 58% and asked whether the increase could affect Kimball Township in the future.
Motion by Trustee Bowen to receive and file the Boards and Commissions minutes. Supported by Trustee Deland. Absent: None. All were in favor. Motion carried.

- Landfill Trust Fund Appointment
Supervisor Usakowski explained that the Landfill Trust Fund appointment was previously discussed at the September 2, 2025 meeting. Paul Zeller has been appointed to the board by the County, and Kimball Township must also appoint one resident to serve on the Landfill Trust Fund Board for a two-year term. The board will meet quarterly and make recommendations to the Township Board regarding how funds collected from the additional landfill tipping fees should be spent. Supervisor Usakowski noted that the tipping fee increase from $0.10 to $0.30 is permitted by law and that the funds are currently accumulating in a dedicated account. Information about the appointment was included on page 53 of the August 18 agenda packet, along with a spreadsheet listing the original six applicants and their reasons for wanting to serve. Supervisor Usakowski said he was open to any appointment and recommended selecting an alternate in case the appointed resident is no longer interested. Trustee Lokers recommended Jacob Scriver, noting his knowledge, and identified Deanna Westphal as another option because of her community involvement. Trustee Bowen said she agreed that Jacob Scriver would be a good choice.
Motion by Trustee Bowen to appoint Jacob Scriver to the Landfill Tipping Fee Trust Fund Board, with Isaac Kish as alternate. Supported by Trustee Deland.

- Resolution 26-23: Resolution Approving Agreement With Michigan Natural Resources Trust Fund for Acquisition of Black River Property (TF25-0013)
Supervisor Usakowski stated that the Michigan Natural Resources Trust Fund grant for the acquisition of the Black River property was funded by the Legislature. The next step is for the Township Board to decide whether to move forward with the purchase. Page 66 of the August 18, 2026 agenda packet identifies the Township’s portion as $145,000, which includes funding from the Community Foundation.
Motion by Trustee Bowen to approve Resolution 26-23. Supported by Trustee Deland.

- Resolution 2026-24: Resolution of Censure
Supervisor Usakowski stated that censure is a form of discipline. Under the Open Meetings Act, the person who is the subject of the censure may request that the discussion be held in closed session. That request was made in this instance.
Motion by Supervisor Usakowski to move to closed session at 6:45 p.m. to discuss Resolution 2026-24, Resolution of Censure regarding the conduct and performance of Township Clerk Becky Wrubel. Supported by Trustee Lokers. Absent: None. All were in favor. Motion carried.

- Auditing Contract: King & Messing
Supervisor Usakowski stated that the Board has the option to approve a one-year renewal with King & Messing for the April 1, 2026 through March 31, 2027 audit at a cost of $27,500, which is a $1,000 increase from last year. He noted that although the agreement includes provisions for a single audit, the Township does not currently meet the requirements for a single audit because it has not spent more than $1 million in federal grant funds. He said that could apply in a future year, but not this year. Trustee Deland asked whether the Township had compared other audit options in prior years. Supervisor Usakowski stated that the Township has 90 days to review other options.
Motion by Trustee Deland to contract with King & Messing for next year’s audit at $27,500. Supported by Treasurer Jackson.

- Thursday, August 20, 2026; at 4 p.m. at the airport will be a Grand Opening for Ascend Aviation, a flight school. All members are invited to the ceremony.

Election went well. There are 8,784 voters for Kimball Township. Had 1,178 vote absentee and 137 vote during the 9 days of early voting. Total amount of votes 2,212 people, 25% of Kimball Township voted. Trustee Deland asked if we get reimbursed for Early Voting Wages. Clerk Wrubel advised yes, we do.

- Trustee Deland stated she was not sure if it had anything to do with the rise in the tipping fees, but went to the landfill last week, usually cost $28.00 for a 4- yard dump and it was $60. Supervisor Usakowski stated they were working at a loss so changes to rates were made.
- Trustee Deland asked about her FOIA request, delivered on July 21, 2026, and stated that she was still waiting for part of the response. Clerk Wrubel said Trustee Deland had received all available documents. Trustee Deland said she had not received the 2026 invoices and specifically referenced the July 24 invoice. She stated that she contacted UHY and was advised that the bill had been sent. Trustee Deland told Clerk Wrubel, “You have it; you’re just not showing anyone.” Treasurer Jackson said he had been told the bill had recently arrived, but he did not know who had it.
- Trustee Deland said she also requested documents from 2023 and 2024 and asked why those records are at the Schoolhouse. She noted that the Township paid $30,000 for DocuWare and asked who is responsible for moving the process forward. Supervisor Usakowski said the goal is to begin with current records because scanning prior years will be a significant undertaking. He explained that the Township has been waiting on BSA to determine which records can be processed through BSA and which will need to be handled outside that system. Because several anticipated BSA updates have not yet been completed, the Township will need to move forward with a scanning process.
- Trustee Deland asked about the DNR grant for the second phase of the park project. Supervisor Usakowski said the Township had received approval for the first grant but had not yet heard about the second. He stated that the Township expects to receive a score sometime in late October.
- Trustee Deland asked for clarification on the sewer grant. Supervisor Usakowski explained that the grant is for the Allen Road force main. The project will install a force main at that station and extend it to Griswold, which will help relieve pressure on the Allen Road station. He stated that the funding came through congressional discretionary spending and estimated the amount at approximately $2.5 million.

- Fall Cleanup date will be October 17th from 9-3pm. Clerk Wrubel said if you come into the office she can verify the date. A newsletter will be sent out a few weeks prior to the event. Trustee Deland asked for a notation to be made to Thank D&M from the Township for the donation of gravel at the library in the newsletter.
