REGULAR MEETING

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Hoffman, Deland, Ward and Nelson.

 

ABSENT: None.

 

  1. APPROVAL OF AGENDA

    Wrubel: Under New Business add I. MMRMA.

     

    Jackson motioned to approve the agenda as amended supported by Deland.

    Motion Carried.

 

  1. PRESENTATION OF MINUTES FOR JULY 05, 2022

    Hoffman motioned to approve the minutes of July 5, 2022 as presented supported by Deland. Motion Carried.

Jackson motioned to approve the disbursement of $82,877.27 to pay the bills supported by Ward.

    Deland questioned about culverts on page 29.

 

Deland motioned to receive and file Boards and Commissions supported by Hoffman. Motion Carried.

 

 

  1. PUBLIC COMMENT (Brief Comments)

Matt Crowe, 7261 Smiths Creek Road: Complaint about pot farm. Several lights and telephone poles in a small area. I think that is excessive. It should be moved to a business industrial property.

 

  1. ST CLAIR COUNTY PARKS AND RECREATION

    Cancelled.

 

  1. OLD BUSINESS

    None.

 

  1. NEW BUSINESS
    1. Uncollectable Fire Billing: Invoice # 22-170

    Deland motioned to dismiss this fire bill of $712.00 supported by Jackson.

     

    ROLL CALL VOTE: YES: Deland, Jackson, Ward, Hoffman, Usakowski, Wrubel and Nelson. NO: None. ABSENT: None. (7-0-0) Motion Carried.

     

    1. Applications for Employment for Kimball Township Fire Department

    Gratz commented on all four applicants and would recommend to hire them to the Fire Department.

     

    Deland motioned to hire the four firefighters and to get their physicals done supported by Ward. Motion Carried.

     

    Gratz thanked everyone for helping get the millage passed.

     

    1. Parks Millage 2022

    This is the County Millage of $49,213.00.

     

    Deland motioned to approve the Parks Millage 2022 supported by Jackson.

    Motion Carried.

     

    1. Local Road Funding Assistance Program

    This is a matching fund program for potential projects.

     

    Deland: When are they going to finish the project on Sparling Road?

     

    Discussion.

     

    Usakowski: We will bring this back to the next meeting.

     

    1. Binary Reactive Targets

    Usakowski reviewed the Noise Ordinance pertaining to the Binary Reactive Targets.

 

  1. Delinquent Utility Bill, Acct.# 369178

Jackson explained about the problems we have been having with the owner of the complex across the road. I’ve been talking with the owner. He has 55 units now. One way to take care of the problem is to put a master meter at the road for all the units.

 

Wrubel thinks that the owner of Kimball Commons should be responsible for all the units pertaining to water.

 

Discussion.

 

  1. Columbarium Rules

Wrubel explained that she and the Cemetery Board have been working on these rules for a few weeks now. All owners should receive a copy of these rules.

 

Usakowski: These should be added to existing Ordinance.

 

  1. Annual Outdoor Warning Siren Preventive Maintenance Program

Gratz explained what this was and that they do a three minute test.

 

Usakowski motioned to approve the Annual Outdoor Warning Siren Preventative Maintenance Program supported by Deland.

 

ROLL CALL VOTE: YES: Usakowski, Deland, Hoffman, Ward, Wrubel, Jackson and Nelson. NO: None. ABSENT: None. (7-0-0) Motion Carried.

 

  1. MMRMA

Wrubel explained that last year we paid $49,498.00 and this years is $51,277.00.

 

Deland motioned to approve the MMRMA at a cost of $51,277.00 supported by Nelson.

X.    OFFICERS REPORT

A. Supervisor Usakowski

There has been some vandalism at the Sutherland Park this past week. All of the Port A Johns were tipped over and they tore off the venting on the restroom roof. I did file a police report. We are considering putting cameras out there.

 

We had a Parks Workshop and ideas are posted.

 

On October 15 we will be having a Trunk or Treat at 1 p.m. at Sutherland Park.

We did post for groups and individuals to participate in it.

 

We are looking at getting new playground equipment for Sutherland and Smiths Creek Parks to replace the old equipment.

 

We are also looking into a Holiday Light Contest for December.

 

September 10th will be our fall clean up from 9 a.m. to 4 p.m. We will need volunteers.

 

St. Clair Township Trustee Central Dispatch paid coverage for township. $75,000.00 for six hours of coverage.

 

Election went smoothly. Compliments about the Kimball School/River Church. Fire Department Millage passed. We will put that in effect on August 2nd but won’t start collecting for the millage until January.

 

Wrubel motioned to stop billing residents for standard fire and medical calls as of August 2, 2022 supported by Jackson. Motion Carried.

Tomorrow is the tenth year anniversary of the winery being open.

 

  1. Treasurer Jackson

Questioned regarding two large fire bills on Sturdevant. I think we should bring in our lawyer and go to collections.

I worked the election and would like to see younger workers to come forward.

 

Discussion about the length of time allowed for the Moratorium.

 

  1. Trustee Ward

I want to thank the Fire Department for helping the Little League and the Home School kids.

 

Park improvement is really needed with the pavilion roof and tennis court.
