Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

Wrubel motioned to approve the agenda as amended supported by Deland.

- CHIEF GRATZ REPORT
- Request for Expenditure over $500
Training for confined space is being requested. It is a cooperative event with Marysville and Port Huron Township. The class will be the first two weeks of October and we have six personnel from Kimball.
Usakowski asked who would provide it for our township without this training.
Gratz: Macomb or Oakland County.
Discussion.
Deland motioned to approve the confined space training for six firefighters to attend at a cost of $7,000.02 supported by Nelson.

- Fire Contract for St. Clair Township
Jackson discussed that St. Clair Township has already paid $32,941.26 for their contract.
Deland questioned about how we come up with that figure.
Jackson explained.
Jackson motioned to approve the Fire Protection Contract Agreement with St. Clair Township for $32,941.26 supported by Deland.

- Fire Contract for Clyde Township
Jackson explained that the amount for Clyde Township Fire Protection Agreement is $17,301.86.
Jackson motioned to approve the Fire Protection Contract Agreement with Clyde Township for the year 2023-2024 in the amount of $17,301.86 supported by Deland.

NEW BUSINESS
- SCC Road Commission Township Agreement Anglewood Lane Ditching
Usakowski explained that the cost for ditching on Anglewood Lane would be $7,200.00.
Ward motioned to approve the ditching on Anglewood Land at a cost of $7,200.00 supported by Deland.

Usakowski explained where all of these three were located.

Deland motioned to approve all three Crossroad Culverts at a cost of $9,000.00 each supported by Ward.

- 2023 Northeastern Watershed Budget Allocation
Usakowski explained that they do all of our education requirements for our MS4 permit. We need that permit for our fire station and the library on Allen Road.
Jackson motioned to approve the $1,561.44 contract with the St. Clair County Health Department for the Northeaster Watershed 2023 Budget Allocation supported by Deland.

- Pavilion Rental Study
Usakowski explained that 75% of rentals were residents and about 25% are non-residents. The majority of rentals are at the Sutherland Park on the weekends.
The total collected in pavilion rental fees is around $1,000.00. We refund the $25 deposit to residents if they clean up the pavilion when they are done. Do we want to continue to do this or do we want to keep the money?
Wrubel: I think that we should leave it alone.
Jackson agreed.

Bids for Pavilion Roofs and New DPW Pole Barn
- Ridgewood Custom Carpentry, L.L.C.
The quote from Ridgewood Custom Carpentry, L.L.C. for all three pavilions at Sutherland and Smiths Creek Parks is $16,678.00. The pole barn would be $42,976.00.
- D & D Quality Construction
The quote from D & D Construction for all three pavilions at Sutherland and Smiths Creek Parks is $15,500.00. The pole barn would be $33,000.00.
Discussion.
Usakowski explained that we also got bids for a new pole barn. It would be 24 x40x12 with a steel roof and steel siding with one 12 x 10 overhead door, one 36 inch entry door and four inch concrete floor with wire and rat wall.
Discussion.
Usakowski agreed to bring the pole barn back with more information to the next meeting.
Pavilion and parks discussion.
Usakowski: The SPARKS Grant can only be used on one of our parks.
Ward asked if we know what the companies are like and did we get referrals for them.
Usakowski: I didn’t handle the bidding on that.
Wrubel: Five different companies were contacted.
Wrubel motioned to accept the bid from D & D Construction at a cost of $15,500.00 to replace the three roofs at the parks supported by Jackson.

AUDIENCE PARTICIPATION
Nancy Crowe questioned about how the Master Plan survey was going.
Usakowski explained that he talked to David from Metro Planning and he said he has gotten quite a few responses back from it with quality feedback.
XI. OFFICERS REPORT
- Supervisor Usakowski
The SPARKS Grant was changed again until the end of September.
I challenged all of our departments that our ARPA money has to be allocated by December 2024. If we don’t use the money, we lose the money.
We are working on some quotes for Codifying of Ordinances. We have had issues with some Ordinances and we need to work together on that.
Our Assistant Assessor has quit already. He wanted to work in a larger community.
We are looking into hiring another Assistant Assessor and Shawn has reached out to Mark Foster to see if he can help us out until we find someone else.
- Clerk Wrubel
I just received a notice that we are not having a November 7th election.
DPW Wills Project is completed and needs the ground to settle before they can put the blacktop on it.
The Cemetery Board did not have a meeting this month.
- Treasurer Jackson
Financial review of accounts.
Taxes coming in steady and strong.
- Trustee Hoffman
What is the balance on the ARPA fund?
Jackson: I think it is $973,000.00.
Usakowski: Sparling Road Repair hasn’t been billed by the road commission.
Hoffman: What are we going to do with the old school?
Usakowski: We haven’t decided yet but someone offered us $10,000.00 for it.
There is three acres there that is worth more than that.
- Trustee Deland
Do you have any dates in mind for the Fall Cleanup?
Wrubel: October 7th.
Usakowski: We still have three trailers for tires coming for it and we could advertise it as first come first serve with no limit.
Deland: There is another Tire grant for 2024.
- Trustee Nelson
I was not at the ZBA meeting. They are permitting a berm instead of a wall at Griswold and Wadhams Road project.
The land split was not approved because it wasn’t a hardship.
- Trustee Ward
We have some teams participating in the Emmett Fall Ball up to October.
Usakowski: I encourage you to look at the Township Focus which has a good article in it about “Freedom of Speech”.
