Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.
ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Deland, Nelson and Hoffman.
ABSENT: Ward.

Deland motioned to approve the agenda as presented supported by Nelson.

- NEW BUSINESS
- 11th Street Improvement
Usakowski explained the resolution would be a 15-year bond with 50 percent of frontage of homes and approximately 70 homes.
Eric Gould, 294 Isabelle: Questioned if everyone with frontage will be charged and what if it needs to be repaired?
Usakowski explained.
Terry Carl, 353 Eileen: What will be the actual cost for us and what is the counties cost?
Usakowski: I have no idea on how long.
Karen Deland: Is there a workmanship warranty?
Usakowski:
Owen Baker, 342 Pickford Road: I own six lots which are 40-foot lots. What is that going to cost me?
Usakowski: Per lot assessment.
Baker: Can it be paid upfront and not on the taxes?
Usakowski: Yes.
Ray Campbell, 299 Eileen: Based on tax identification, he originally had two 40-foot lots. He couldn’t get information from the county. Did the county submit a package or just five us a number?
Max Cunningham, 297 Marion: Do we need signatures for the empty lots too?
Usakowski: Just the developed parcels.
Randy Klug, 307 Marion: For the empty lots, do we need their signatures too?
Questioned on the HOA.
Retention Pond, needs Special Assessment District.
Eric Zobl, 322 Eileen: It costs us more to maintain a paved road than a dirt road.
What’s the law for Special Assessment? We can’t spend the money.
Usakowski: The road paving is on the docket for 2028.
Karen Gould, 294 Isabelle: Are there any other roads that the residents had to pay for?
Karen Corbat, 350 Isabelle: Is there a deadline?
Usakowski: Sooner than later. End of summer? Maintenance of snow removal and pot holes will be done by the county.
Usakowski: It will be a 50/50 split based on scores. It is not a high priority and it will score really low.
Eric Gould, 294 Isabelle: Is black top planned for 2028? Things could change.
Usakowski: I feel fairly confident it will happen.
- Special Assessment for Sanitary Sewer Extension near Range and Gratiot
- Special Assessment for Water Extension near Range and Gratiot
Usakowski explained about the water improvement for Gratiot and Range Roads and several properties. Commercial Zoned Culvers, site plans. Proposed seven parcels for water. We can only assess for benefit gained.
Karen Deland: Marathon Station is already set
William Deveny, 4607 Gratiot: I am totally against it and it is the commercial owner’s responsibility not the homeowners. I do not see a benefit to me and the developers should pay for it.
Township clean-up is set for May 18th from 9 a.m. until 3 p.m.
- AUDIENCE PARTICIPATION
Lou Delagados, 25 Range Road: With Special Assessment are there two bonds? Fifteen payback is based on land frontage, ROU use factors not use frontage. Based on benefit, the user receives per Usakowski, what’s the bond rate? Interest rates are high if passed how long before Assessment Roll. What percentage and what factors to bread down.
