REGULAR MEETING

                 APRIL 19, 2022

6:30 P.M.

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS: Usakowski, Jackson, Wrubel, Sturdevant, Hoffman, Deland and Ward.

ABSENT: None.

  1. APPROVAL OF AGENDA

    Wrubel: Under New Business, add Fire Station 1 to A. Seal Coating.

    Sturdevant motioned to approve the Agenda as amended supported by Deland.

    Motion Carried.

  1. PRESENTATION OF MINUTES FOR APRIL 05, 2022

    Jackson motioned to approve the minutes as presented for April 5, 2022 supported by Ward. Motion Carried.

  1. Revenue & Expenditure Report for Period Ending 04/30/2022

Sturdevant motioned to distribute $372,723.92 to pay the bills supported by Wrubel.

ROLL CALL VOTE; YES: Sturdevant, Wrubel, Jackson, Usakowski, Hoffman, Deland and Ward. NO: None. ABSENT: None. (7-0-0) Motion Carried.

Deland motioned to receive and file Boards and Commissions supported by Hoffman. Motion Carried.

  1. PUBLIC COMMENT (Brief Comments)

  1. OLD BUSINESS

  1. NEW BUSINESS
    1. Seal Coating: Cemetery, Office, DPW and Fire Station 1

    Wrubel: Hess didn’t return my phone call. Mr. Sweet passed away as did McIntyre.

    Fresh Look Seal Coating presenting an estimate for Fire Station 1 (both parking lots) will cost $2,800.00, the cemetery driveway is $7,100.00, the Township office and DPW combined would cost $19,000.00.

    Discussion.

    Sturdevant: Total for all three places would be $29,257.00.

    Ward motioned to approve the seal coating be done by Fresh Look Seal Coating at a total cost for three places $29,257.00 supported by Sturdevant.

    ROLL CALL VOTE: YES: Ward, Sturdevant, Wrubel, Usakowski, Jackson, Hoffman and Deland. NO: None. ABSENT: None. (7-0-0) Motion Carried.

    1. Temporary Summer Help for DPW

    Usakowski explained why we need to hire temporary help for the DPW. We need help with the mapping, as it is time consuming.

    Jackson: What skills are they going to need to do this?

    Wrubel: There will be two of the workers doing the mapping, with the temporary worker as the assistant.

    Discussion regarding retiring DPW worker at end of May. The new hire will be paid $17.50 to $23.29 an hour depending on their experience.

Usakowski motioned to hire a part-time DPW worker at $17.50 an hour from May 16 through September 2 to help with mapping, supported by Wrubel.

ROLL CALL VOTE: YES: Usakowski, Wrubel, Jackson, Sturdevant, Hoffman, Deland and Ward. NO: None. ABSENT: None. (7-0-0) Motion Carried.

  1. Cemetery: Grave Sites out of Compliance

The Cemetery Committee is working on identifying different gravesites that are out of compliance. Some graves have wood chips and stones, while others have fences, bushes, benches and glass containers.

  1. COCM 2022 Spring Conference for Erickson

Wrubel motioned to approve the COCM 2022 Spring Conference for Erickson to attend at a cost of $185.00 and $115.00 for the hotel room for two nights as needed but not to exceed $800.00 supported by Sturdevant.

IX.    OFFICERS REPORT

  1. Supervisor Usakowski

There was a water leak at the park this weekend. Port-a-John needs to be locked up during off-season. New Port-a-Johns will be brought out this week.

Parks Committee starts up tomorrow and we have another applicant for this committee. Her name is Alyssa Winters. She is currently a member of the Fire Corp and she is also a member of the Friends of the St. Clair River.

Usakowski motioned to appoint Alyssa Winters to the Parks Committee supported by Wrubel. Motion Carried.

Road Commission: I met with them to talk about the Round-About at Lapeer and Abbotsford Roads. They are going to take a light post out that goes into the Quail Woods Subdivision for 45 days.

The bridge on Griswold Road would cost $1.1 million. The county doesn’t have the money to replace it at this time.

Deland: What time is the Parks Committee meeting?

Usakowski: 6:30 p.m. We have consider putting security cameras out at the park.

Kimball Township Newsletter review.

Usakowski: Last week we met with a community group to discuss the Fire Department Millage. If anyone would like to do that, just contact our office and we will set something up.

There is a job posting on INDEED.com for the DPW full-time position. I have 34 applications already.

I couldn’t find the blight list on our website.

Wrubel: I will get it for you.

Sturdevant: Fish fry at the American Legion and Breakfast at the Masonic have been busy again. We ran out of fish again.

  1. Trustee Ward

I talked to Rob about the parking lot at Sutherland Park and we are trying to get an area cleared out for extra parking. Our clean up went really well.

The new email for the Kimball Township Little League is [email protected].

Ashley Road is looking really bad because people are dumping their garbage there.

Usakowski: I will call the Road Commission to see who is responsible for cleaning that up.
