REGULAR MEETING

OCTOBER 1, 2013

6:30 P.M.

Usakowski opened the meeting at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL OF OFFICERS:

PRESENT: Usakowski, Jackson, Hand, Sturdevant and Kilroy.

ABSENT: Ritter & Wrubel

ALSO PRESENT: Chief Gorski

INVOCATION BY: Pastor, John Milton, Sparlingville Baptist Church.

I.    APPROVAL OF AGENDA

  1. Old Business add Strategic Planning
  2. Old Business add Union Contract negotiations

Usakowski motioned to approve the agenda as amended supported by Sturdevant.

Motion Carried

II.    PRESENTATION OF MINUTES OF SEPTEMBER 17, 2013

  1. Page 3 address and name are Jill Hunter at 1843 843 not Joann Hunter at 1834.

Usakowski motioned to approve the minutes of September 17 as amended supported by Jackson. Motion Carried.

III.    CONSENT AGENDA AND COMMUNICATIONS

    a. Check Register from 09/09/2013 – 09/20/2013

  1. Revenue & Expenditure Report for Period Ending 09/30/2013

Sturdevant motioned to receive and pay the bills supported by Kilroy.

ROLL CALL VOTE: YES: Sturdevant, Kilroy, Usakowski, Jackson, Hand. NO: None.

ABSENT: Ritter and Wrubel. (5-0-2) Motion Carried

IV.    BOARDS AND COMMISSIONS

  1. Minutes of the Cemetery Advisory Board of August 14, 2013.
  2. Minutes of the Fire Administrative Board of September 4, 2013.
  3. Board of Public Works of the County of St. Clair Aug. & Sept.
  4. Board of County Road Commissioners of the County of St. Clair Aug. & Sept.

Kilroy motioned to receive and file Boards and Commissions as is supported by Jackson.

Motion Carried.

V.    PUBLIC COMMENT (Brief Comments)

None.

VI.    FIRE CHIEF GORSKI REPORT

  1. Russell S. Ward fire billing

Have Wendy try to get insurance information from the Sheriffs Department, if not, bring it back.

Sturdevant motioned to have Wendy pursue the Sheriffs Department to see if she can get insurance information and bring it back supported by Usakowski. Motion Carried.

  1. Building Committee is moving along good.
  1. Firemen are handing out candy at both stations for Halloween.

VII OLD BUSINESS

    Strategic Planning

Usakowski gave update on last weeks Strategic Planning meetings. On October 21, the first survey will go out.

Union Contract Negotiation

Closed Door session at the end of meeting.

VIII. NEW BUSINESS

  1. Blue Water Area Chamber of Commerce

Usakowski met with them to discuss costs and benefits of membership. Professional Preferred membership would be required.

Usakowski motioned to join the Blue Water Chamber of Commerce Profession Preferred membership for $399 supported by Jackson.

ABSENT: Ritter, Wrubel. (5-0-2) Motion Carried.

X.    OFFICERS REPORT

    a. Supervisor Usakowski

Cabelas looked at property in Port Huron Township but not enough room. I’m trying to get a hold of them about property in Kimball Township.

Estimated cost for Mike Smith for water across Howard and Allen Roads $20,000 no bids were taken.

Cemetery Drive is getting worked on. Torello will haul material for the cemetery road from behind the DPW for $1,500. Do we get bids?

Usakowski motioned to approve Torello to haul material to the cemetery for $1,500 supported by Sturdevant.

ABSENT: Ritter, Wrubel (5-0-2) Motion Carried

Computer quotes for Ingrid and Nicole. Ingrid’s is especially slow.

IT Right was the cheapest at $1,677.30 for two.

Kilroy motioned to purchase two computers from IT Right for $1,677.30 supported by Hand.

ABSENT: Ritter, Wrubel. (5-0-2) Motion Carried.

Pump for DPW is broken to pump water/sludge out of holes during repairs. They have been using buckets to bail out the water.

Three quotes – Contractor’s Connection are close by and quickest delivery at a cost of $1,867.20.

Usakowski motioned to purchase the pump from Contractor’s Connection for $1,867.20 supported by Kilroy.

Driveway looks nice.

Wayne’s position. What are we going to do? It’s been a year. Discussion.

Water in the red right now. We may have to increase water costs.

I’m looking for new deputy. Sally is retiring on December 1, 2013.

Taxes went well.

  1. Trustee Kilroy

Can we hire out plowing to make it easier on DPW trucks?

Rob: How are you doing on the Master Plan?

Ed: Tabled it until next meeting.

Rob: I’m disappointed in the Master Plan.

Ed: I’m not happy either.

John S.: Wants a copy of it.

Absent.

  1. Trustee Sturdevant

Memory markers on Range Road – Rob advised that they have 30 days to remove them.

Absent.
